April 2021. <\/strong>Der Abschlussbericht des Wissenschaftlichen Ausschusses der EU f\u00fcr Gesundheit, Umwelt und neu auftretende Risiken (SCHEER) zu E-Zigaretten stellt laut der World Vapers&#039; Alliance einen R\u00fcckschritt f\u00fcr Europa dar. Er basiert auf schwachen Daten und ignoriert wichtige wissenschaftliche Erkenntnisse, Erfahrungen von Verbrauchern sowie die im Rahmen der Konsultation eingegangenen Expertenmeinungen.<\/p>\n<p>Michael Landl, Direktor der <a href=\"https:\/\/www.wvaold.wpengine.com\/\">Weltweite Allianz der Dampfer<\/a> (WVA) sagte:<\/p>\n<p><em>\u201cDieser Bericht ist eine Trag\u00f6die f\u00fcr die \u00f6ffentliche Gesundheit und wird verheerende Folgen f\u00fcr Raucher und Dampfer gleicherma\u00dfen haben. SCHEER ignoriert zahlreiche wissenschaftliche Erkenntnisse zum Thema Dampfen, die SCHEER im Rahmen ihrer Konsultation Anfang des Jahres von Experten und Konsumenten vorgelegt wurden. Sie haben sich bewusst daf\u00fcr entschieden, sie zu ignorieren. Das ist ein Schlag ins Gesicht der Dampfer und des gesunden Menschenverstands.\u201d<\/em><\/p>\n<p>Der Bericht ber\u00fccksichtigt nicht entscheidende unabh\u00e4ngige Erkenntnisse von Public Health England, die zeigen, dass E-Zigaretten <a href=\"https:\/\/www.gov.uk\/government\/news\/false-fears-preventing-smokers-from-using-e-cigarettes-to-quit\">95% weniger sch\u00e4dlich<\/a> als Rauchen und habe k\u00fcrzlich festgestellt, dass Dampfen die <a href=\"https:\/\/www.gov.uk\/government\/publications\/vaping-in-england-evidence-update-february-2021\">am h\u00e4ufigsten verwendeten Mittel zur Raucherentw\u00f6hnung<\/a>.<\/p>\n<p><em>\u201cL\u00e4nder wie Gro\u00dfbritannien und Frankreich ermutigen Raucher aktiv zum Umstieg auf E-Zigaretten, diese weniger sch\u00e4dliche Alternative. Wenn die EU wirklich rauchbedingte Krankheiten bek\u00e4mpfen will, muss sie alle verf\u00fcgbaren Erkenntnisse sorgf\u00e4ltig pr\u00fcfen. Leider ist der SCHEER-Bericht voreingenommen gegen\u00fcber E-Zigaretten, und seine Empfehlungen w\u00fcrden, falls sie in Gesetze umgesetzt werden, die \u00f6ffentliche Gesundheit sch\u00e4digen\u201d, sagte Michael Landl.<\/em><\/p>\n<p>In den kommenden Monaten werden in der EU weitere Gesetzes\u00e4nderungen gem\u00e4\u00df dem europ\u00e4ischen Plan zur Krebsbek\u00e4mpfung in Kraft treten, darunter Aktualisierungen der Tabakproduktrichtlinie (TPD) und der Tabaksteuerrichtlinie (TED). In diesem Zusammenhang k\u00f6nnten die Ergebnisse des SCHEER-Ausschusses letztlich negative Auswirkungen auf die Gesundheit der europ\u00e4ischen B\u00fcrger haben.<\/p>\n<p><em>\u201cEs scheint, als sei das Hauptziel aus dem Blickfeld geraten: die Reduzierung der Raucherzahlen und die Bek\u00e4mpfung rauchbedingter Krankheiten. Dampfen ist nicht gleichzusetzen mit Rauchen und darf nicht gleichbehandelt werden. Die Regulierung muss so gestaltet sein, dass sie Raucher zum Umstieg motiviert. Die EU muss sich auf praktische L\u00f6sungen zur Schadensminderung konzentrieren, und dieser wichtige Punkt fehlt in der SCHEER-Analyse. Dampfen kann Rauchern beim Aufh\u00f6ren helfen, doch dieser Bericht ignoriert dies und vergleicht Dampfen mit Nichtrauchen.
