Obwohl es reichlich Beweise daf\u00fcr gibt, dass die Vernachl\u00e4ssigung eines schadensmindernden Ansatzes und das Verbot scheitern, wurden die Lehren daraus nie gezogen.<\/span><\/p>\n

Obwohl Verkauf, Einfuhr und Vertrieb von E-Zigaretten in der T\u00fcrkei bereits verboten sind und ein florierender Schwarzmarkt existiert, plant das Land nun noch strengere Verbote f\u00fcr Tabakprodukte, darunter auch E-Zigaretten. Die T\u00fcrkei hat eine relativ hohe Raucherquote., <\/span>um 22%<\/span><\/a>; Die Art und Weise, wie die Regierung den Kampf gegen das Rauchen plant, gibt jedoch wenig Anlass zur Hoffnung f\u00fcr diejenigen, die verstehen, wie wichtig Schadensminimierung auf dem Weg zu einer rauchfreien Gesellschaft ist.<\/span><\/p>\n

Offenbar hat die t\u00fcrkische Regierung erst k\u00fcrzlich beschlossen, noch strengere Regeln im Kampf gegen den Tabakkonsum vorzubereiten.<\/span> Merkur<\/span><\/a>, Die t\u00fcrkische Regierung plant, jegliche Barzahlung f\u00fcr Tabakwaren zu verbieten und aus Kontrollgr\u00fcnden nur noch elektronische Zahlungen zuzulassen. Dar\u00fcber hinaus sind weitergehende Rauchverbote in Gottesh\u00e4usern, Bildungseinrichtungen, Krankenh\u00e4usern und an \u00f6ffentlichen Orten wie Spielpl\u00e4tzen und Str\u00e4nden geplant. Auch in nicht \u00f6ffentlich zug\u00e4nglichen Bereichen soll das Rauchen eingeschr\u00e4nkt werden.<\/span><\/p>\n

Was noch verr\u00fcckter erscheint, ist, dass die T\u00fcrkei plant, bis 2040 ein striktes Verbot aller Produkte einzuf\u00fchren, und behauptet, dies werde zu einem Ende des Rauchens f\u00fchren.<\/span><\/p>\n

Auch wenn es theoretisch einfach erscheint, alle nikotinhaltigen Produkte zu eliminieren, wie funktioniert das im wirklichen Leben? Das beste Beispiel daf\u00fcr ist wohl \u2026 <\/span>gescheiterte Strategien<\/span><\/a> Australien ist ein Beispiel aus j\u00fcngerer Geschichte, wo strenge Beschr\u00e4nkungen f\u00fcr E-Zigaretten gelten. Dies f\u00fchrte zu einem florierenden Schwarzhandel und, noch schlimmer, zu Bandenkriegen um Nikotin. Traurigerweise scheinen Regierungen weltweit diese Realit\u00e4t zu ignorieren, obwohl empirisch erwiesen ist, dass solche Ma\u00dfnahmen nicht zu einer rauchfreien Gesellschaft beitragen, sondern Nikotinprodukte in die H\u00e4nde von Kriminellen legen \u2013 und damit die Verbraucher gef\u00e4hrden.<\/span><\/p>\n

Die Bek\u00e4mpfung des Tabakkonsums ist ein hehres Ziel, sollte aber mit Ma\u00dfnahmen verfolgt werden, die den Konsumenten tats\u00e4chlich zugutekommen und sie nicht kriminalisieren. Anstatt das Schadensminderungspotenzial von E-Zigaretten anzuerkennen, plant die T\u00fcrkei, die Definition von \u2018Tabakprodukt\u2019 anzupassen und neben Zigaretten auch E-Zigaretten zu verbieten. Dadurch w\u00fcrden Konsumenten die M\u00f6glichkeit genommen, die mit dem Rauchen verbundenen Risiken zu reduzieren.<\/span><\/p>\n

Bis 2040 ist noch Zeit, doch mit dem derzeitigen Ansatz erscheint eine Verbesserung der Lage unwahrscheinlich. W\u00e4hrend L\u00e4nder wie Neuseeland, Gro\u00dfbritannien und Schweden verbraucherorientierte Ma\u00dfnahmen vorantreiben und echte Fortschritte bei der Raucherentw\u00f6hnung erzielen, scheint der Rest der Welt die damit verbundene Aufgabe nicht zu begreifen.<\/span><\/p>\n

Die T\u00fcrkei hat noch die Chance, ihren Kurs zu \u00fcberdenken, bevor sie dieselben Fehler wie anderswo wiederholt. Die Schadensminimierung zu ignorieren, wird Nikotin nicht verschwinden lassen \u2013 es wird lediglich in den Untergrund verdr\u00e4ngt, wo Konsumenten weniger Auswahl und gr\u00f6\u00dfere Risiken haben. Die Frage ist nicht, ob Menschen Nikotin konsumieren werden, sondern ob ihnen weniger sch\u00e4dliche Alternativen angeboten werden.<\/span><\/p>","protected":false},"excerpt":{"rendered":"
