Eine solche Politik wird den Schwarzmarkt ankurbeln, mehr jungen Menschen Zugang zu unregulierten Produkten verschaffen und erwachsene Raucher von etwas abbringen, das ihnen tats\u00e4chlich geholfen hat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Eine neue Studie der <\/span><a href=\"https:\/\/www.scs.fraunhofer.de\/content\/dam\/scs\/DE\/download\/studien\/vaping-studie\/The%20irregular%20market%20for%20e-cigarettes%20in%20Europe_fin_EN.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Fraunhofer-Institut<\/span><\/a><span style=\"font-weight: 400;\"> Das Ausma\u00df des Problems wird deutlich. Fast die H\u00e4lfte aller in der EU konsumierten E-Zigarettenprodukte werden bereits illegal gehandelt \u2013 im Wert von 6,6 Milliarden Euro. Belgien, als einer der wichtigsten Logistikumschlagpl\u00e4tze f\u00fcr chinesische E-Zigarettenimporte in Europa, befindet sich mitten in diesem Geschehen. Das Land hat mit 261 TP4T bereits einen der niedrigsten Anteile am illegalen Handel in der EU, was vor allem auf eine funktionierende Handelsinfrastruktur und Meldepflichten zur\u00fcckzuf\u00fchren ist. Ein Aromenverbot w\u00fcrde dies nicht \u00e4ndern, sondern den Wechsel zu unregulierten Bezugsquellen beschleunigen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Schauen Sie sich an, was in den Niederlanden passiert ist. Dort wurde ein Aromenverbot eingef\u00fchrt, und innerhalb eines Jahres stieg der Konsum von E-Zigaretten unter Jugendlichen um 251 und der von Zigaretten um 41. Das Verbot, das junge Menschen eigentlich sch\u00fctzen sollte, verschlimmerte ihre Situation. Denn H\u00e4ndler auf dem Schwarzmarkt kontrollieren keine Ausweise. Kriminelle Lieferketten registrieren keine Produkte und testen keine Inhaltsstoffe. Wenn man die legale Option abschafft, beseitigt man nicht die Nachfrage. Man beseitigt lediglich die Kontrolle.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Erwachsene Dampfer in Belgien verwenden \u00fcberwiegend tabakfreie Aromen. EU-weit greifen 681.040 Dampfer auf Frucht- und S\u00fc\u00dfigkeitenaromen zur\u00fcck \u2013 nicht etwa, weil diese beworben werden, sondern weil sie helfen, die Verbindung zum Rauchen zu l\u00f6sen. Studien zeigen, dass Erwachsene, die aromatisierte E-Zigaretten verwenden, \u2026 <\/span><a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/32501490\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">230% h\u00f6here Chancen<\/span><\/a><span style=\"font-weight: 400;\"> Die Wahrscheinlichkeit, mit dem Rauchen aufzuh\u00f6ren, ist h\u00f6her als bei Konsumenten von Tabakerzeugnissen mit Aroma. Entfernt man die Aromen, greift ein erheblicher Teil dieser Konsumenten wieder zum Rauchen. Einige werden sich stattdessen auf dem Schwarzmarkt mit aromatisierten Produkten eindecken. Beides ist kein Gewinn f\u00fcr die \u00f6ffentliche Gesundheit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Belgische Politiker wollen junge Menschen und die \u00f6ffentliche Gesundheit sch\u00fctzen. Wir auch. Doch die Beweislage ist eindeutig: Die Einschr\u00e4nkung des legalen Zugangs f\u00fcr Erwachsene reduziert den Konsum nicht, sondern lenkt ihn um.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die Niederlande haben das versucht. Der Anteil rauchender Jugendlicher stieg. Der Schwarzmarkt florierte. Die Finanzminister verloren Steuereinnahmen. Und die Raucher verloren ein wirksames Mittel.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Belgien kann daraus lernen oder es wiederholen.
