Die Organisation behauptete, Tausende von Verbraucherbeitr\u00e4gen zur EU-Tabaksteuerkonsultation seien nicht authentisch, sondern koordiniert, von der Tabakindustrie gesteuert oder gar gef\u00e4lscht. Obwohl sie weder eine transparente Methodik noch \u00fcberpr\u00fcfbare Beweise vorlegte, wurden diese Behauptungen in politischen Kreisen ernst genommen, was die Bef\u00fcrchtung n\u00e4hrte, die wahren Stimmen der B\u00fcrger k\u00f6nnten im Entscheidungsprozess der EU ignoriert werden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Was folgte, war nicht einfach nur ein Streit \u00fcber eine einzelne Konsultation. Es legte eine tiefer liegende Frage offen: Wer entscheidet, welche Stimmen in der \u00f6ffentlichen Politik Gewicht haben?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Der Fall \u201eImpact Unfiltered\u201c gibt einen Einblick, wie Macht, Geld und moralische Autorit\u00e4t zunehmend pr\u00e4gen, was geh\u00f6rt und was stillschweigend ignoriert wird.<\/span><\/p>\n<h4><b>Wenn die Beteiligung der \u00d6ffentlichkeit \u201cunbequem\u201d wird\u201d<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Der Fall begann nicht als Skandal. Er begann mit etwas weitaus Gef\u00e4hrlicherem: einem b\u00fcrokratischen Achselzucken. Tausende B\u00fcrgerinnen und B\u00fcrger nahmen an der Konsultation teil, in dem berechtigten Glauben, dass ihre Ansichten ber\u00fccksichtigt w\u00fcrden (denn genau daf\u00fcr gibt es Konsultationen).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dann tauchte eine obskure NGO auf und behauptete, jene Reaktionen, die mit den Richtlinien von THR \u00fcbereinstimmten, seien \u201cgef\u00e4lscht\u201d, \u201ckoordiniert\u201d oder von der Industrie gesteuert. Es folgten keine stichhaltigen Beweise. Es wurden keine transparenten Kriterien dargelegt. Dennoch hielt sich der Vorwurf hartn\u00e4ckig.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Das sollte jeden beunruhigen, der noch immer glaubt, dass demokratische Regierungsf\u00fchrung auf Partizipation beruht. Sobald \u00f6ffentliche Stellungnahmen nur dann als g\u00fcltig anerkannt werden, wenn sie mit den gew\u00fcnschten Ergebnissen \u00fcbereinstimmen, verlieren Konsultationen ihren demokratischen Charakter und werden zu Mechanismen der Ausgrenzung. Und wenn solch hohe Geldsummen einen politischen Bereich dominieren, unterst\u00fctzen sie nicht nur die Interessenvertretung, sondern definieren auch die Legitimit\u00e4t.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Positionen, die mit dieser Weltanschauung \u00fcbereinstimmen, genie\u00dfen automatisch moralische Legitimit\u00e4t, w\u00e4hrend gegens\u00e4tzliche Perspektiven, insbesondere die von Konsumenten und Durchschnittsb\u00fcrgern, deren Leben sich durch Technologie verbessert hat, ohne jegliche ernsthafte Beachtung skeptisch betrachtet werden. Da ihnen Geld, Zugang oder institutionelle Unterst\u00fctzung fehlen, werden ihre Stimmen leicht ignoriert.<\/span><\/p>\n<h4><b>Moralischer Ehrgeiz als politische Waffe<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Die St\u00e4rke dieses \u00d6kosystems liegt nicht nur in der Finanzierung, sondern auch in der moralischen Rahmung.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.thefirebreak.org\/p\/the-cult-for-moral-ambition?utm_source=publication-search\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Viele Organisationen agieren weniger wie pluralistische Akteure der Zivilgesellschaft, sondern eher wie ideologische Missionen.<\/span><\/a><span style=\"font-weight: 400;\">. Es war nicht n\u00f6tig, endg\u00fcltig zu beweisen, dass die Stimmen der Verbraucher gef\u00e4lscht waren. Es gen\u00fcgte, eine moralische Verunreinigung anzudeuten. Sie wird zur Inszenierung, die nur dann toleriert wird, wenn sie die \u00dcberzeugungen der Machthabenden best\u00e4tigt.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Der Fall Impact Unfiltered hat ein System offengelegt, das B\u00fcrger zunehmend als Hindernisse statt als Partner in der Regierungsf\u00fchrung betrachtet.
