Im November treffen sich die Regierungen in Genf zur COP11, um \u00fcber die Zukunft des Rahmen\u00fcbereinkommens zur Eind\u00e4mmung des Tabakgebrauchs (FCTC) zu verhandeln. Dieser Prozess hat Verbraucher lange Zeit an den Rand gedr\u00e4ngt und Strategien zur Schadensminderung abgelehnt.<\/p>\n<p>Gleichzeitig laufen in der Europ\u00e4ischen Union Vorbereitungen zur \u00dcberarbeitung der Tabakproduktrichtlinie (TPD). Der Gesetzgebungsprozess soll voraussichtlich unter irischer Ratspr\u00e4sidentschaft im Juli 2026 beginnen. Auch die lange verz\u00f6gerte Aktualisierung der Tabaksteuerrichtlinie (TED) steht wieder zur Debatte. Diese parallelen Entwicklungen werden die zuk\u00fcnftige Nikotinpolitik in Europa und weltweit pr\u00e4gen. Es wird sich zeigen, ob die politischen Entscheidungstr\u00e4ger Innovationen und Schadensminimierung f\u00f6rdern oder einen prohibitionistischen Kurs bekr\u00e4ftigen, der die im Bereich der \u00f6ffentlichen Gesundheit erzielten Fortschritte gef\u00e4hrdet.<\/p>\n<p>Eindeutige Erkenntnisse aus den letzten Jahrzehnten in L\u00e4ndern wie Schweden, Gro\u00dfbritannien und Neuseeland belegen, dass sicherere Nikotinalternativen \u2013 wie E-Zigaretten, Nikotinbeutel und Snus \u2013 die Raucherquoten drastisch senken. In j\u00fcngster Zeit wurden nationale Strategien in\u00a0<a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Champions-of-Change-Harm-Reduction-Victory.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Griechenland und Tschechien<\/a>\u00a0haben auch gezeigt, wie pragmatische Schadensminderungsstrategien zu echten Verbesserungen der \u00f6ffentlichen Gesundheit f\u00fchren k\u00f6nnen.<\/p>\n<p>Dennoch scheint sich die Europ\u00e4ische Union zunehmend dem veralteten und ideologisch gepr\u00e4gten Ansatz der Weltgesundheitsorganisation anzuschlie\u00dfen. Laut einer\u00a0<a href=\"https:\/\/worldvapersalliance.com\/de_au\/eu-turns-vapers-into-piggy-banks-lives-at-risk-as-eu-commission-pushes-for-extra-cash-instead-of-public-health\/\" target=\"_blank\" rel=\"noopener noreferrer\">durchgesickertes Dokument<\/a>, Die Europ\u00e4ische Kommission erw\u00e4gt eine deutliche Steuererh\u00f6hung f\u00fcr alle alternativen Nikotinprodukte.<\/p>\n<p>Andere durchgesickerte Entw\u00fcrfe von Kommissionsvorschl\u00e4gen deuten auf Verbote von Aromen in E-Zigaretten und Beschr\u00e4nkungen f\u00fcr Nikotinbeutel hin. Genau diese Art von Ma\u00dfnahmen hat sich andernorts als gescheitert erwiesen. Anstatt die \u00f6ffentliche Gesundheit zu sch\u00fctzen, riskieren diese Ma\u00dfnahmen, den Zigarettenabsatz zu f\u00f6rdern, indem sie den Zugang zu weniger sch\u00e4dlichen Alternativen einschr\u00e4nken.<\/p>\n<p>Dieser Ansatz ist jedoch nicht nur verfehlt, sondern im Kern antidemokratisch. Als die Welt-Vaper-Allianz \u00fcber\u00a0<a href=\"https:\/\/worldvapersalliance.com\/de_au\/every-life-counts\/\" target=\"_blank\" rel=\"noopener noreferrer\">100.000 Unterschriften<\/a>\u00a0Der Appell an das Europ\u00e4ische Parlament, den Schutz von Ma\u00dfnahmen zur Schadensminderung zu fordern, offenbarte eine wachsende Kluft zwischen EU-Politikern und den B\u00fcrgern, denen sie dienen. Es handelte sich nicht um Lobbyisten von Konzernen, sondern um ganz normale Europ\u00e4er, die dank Alternativen wie dem Dampfen mit dem Rauchen aufgeh\u00f6rt hatten und nun den Verlust dieser M\u00f6glichkeiten bef\u00fcrchten m\u00fcssen \u2013 und deren Abgeordnete sie v\u00f6llig ignorierten.<\/p>\n<p>Unterdessen verfolgt das Rahmen\u00fcbereinkommen der WHO zur Eind\u00e4mmung des Tabakkonsums (ma\u00dfgeblich finanziert von Michael Bloomberg) weiterhin ein einheitliches Modell, das ausschlie\u00dflich auf Abstinenz setzt. Die Folge waren Verbote von vermeintlich sichereren Produkten, w\u00e4hrend herk\u00f6mmliche Zigaretten weiterhin weit verbreitet erh\u00e4ltlich sind. In L\u00e4ndern wie Mexiko und Indien beraubte ein von Bloomberg unterst\u00fctztes Verbot von E-Zigaretten Raucher praktikabler Alternativen. Wird die EU denselben Fehler wiederholen?<\/p>\n<p>Es ist noch Zeit, den Kurs zu \u00e4ndern. Die EU kann mit gutem Beispiel vorangehen und sich f\u00fcr evidenzbasierte Regulierung einsetzen, die die Verbraucher in den Mittelpunkt der Politikgestaltung stellt. Schadensminimierung ist kein Schlupfloch, sondern eine lebensrettende Strategie, wie die historischen R\u00fcckg\u00e4nge rauchbedingter Krankheiten in einigen L\u00e4ndern belegen. Das Rahmen\u00fcbereinkommen zur Eind\u00e4mmung des Tabakgebrauchs (FCTC) muss dies anerkennen, und die EU sollte sich f\u00fcr dessen Aufnahme starkmachen, anstatt sich hinter ideologischen \u00dcberzeugungen zu verstecken.<\/p>\n<p>Politiker m\u00fcssen dem Druck von Bef\u00fcrwortern eines Tabakverbots wie Michael Bloomberg widerstehen und stattdessen intelligentere, wissenschaftlich fundierte und auf realen Auswirkungen basierende Regulierungen f\u00f6rdern. Die COP11 darf nicht zu einem weiteren Gipfel hinter verschlossenen T\u00fcren werden, bei dem die Stimmen der Verbraucher ungeh\u00f6rt bleiben und \u00fcberholtes Denken die Oberhand gewinnt. Diese Stimmen zum Schweigen zu bringen, wird sie nicht verschwinden lassen \u2013 es wird nur das Misstrauen vertiefen und den Fortschritt verz\u00f6gern.
