Juli 2025 \u2013 Die vorl\u00e4ufige <\/span><a href=\"https:\/\/fctc.who.int\/resources\/publications\/i\/item\/fctc-cop-11-1-provisional-agenda\"><span style=\"font-weight: 400;\">Agenda<\/span><\/a><span style=\"font-weight: 400;\"> Die COP11 best\u00e4tigt, dass die WHO und das FCTC-Sekretariat anstatt eine ausgewogene, wissenschaftlich fundierte Diskussion dar\u00fcber zu f\u00f6rdern, wie die Zahl der Todesf\u00e4lle durch Rauchen reduziert werden kann, einen ideologisch aufgeladenen und ausgrenzenden Ansatz gew\u00e4hlt haben.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tagesordnungspunkt 4.5 stellt Schadensminderung als ein Komplott der Industrie dar, anstatt als legitime, evidenzbasierte Strategie des \u00f6ffentlichen Gesundheitswesens. Die Verwendung von Anf\u00fchrungszeichen um \u201cSchadensminderung\u201d signalisiert eine klare politische Voreingenommenheit und delegitimiert das Konzept selbst, noch bevor eine Debatte stattgefunden hat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Michael Landl, Direktor der World Vapers&#039; Alliance, kommentierte:\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cDas Vorgehen auf der COP11 ist ein bewusster Versuch, eine echte Debatte zu unterdr\u00fccken. Indem Schadensminderung als Narrativ der Tabakindustrie dargestellt wird, werden bew\u00e4hrte L\u00f6sungen verworfen und Millionen von Ex-Rauchern zum Schweigen gebracht, deren Leben sich dank sichererer Alternativen verbessert hat. Das ist keine verantwortungsvolle Politikgestaltung.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Die Agenda verweist auf Artikel 5.2(b) des Rahmen\u00fcbereinkommens zur Eind\u00e4mmung des Tabakgebrauchs (FCTC) als Rechtsgrundlage f\u00fcr die Schadensminderung, obwohl dieser Artikel das Konzept selbst nicht erw\u00e4hnt. Dies steht im krassen Gegensatz zu Artikel 1(d), in dem die Schadensminderung neben der Angebots- und Nachfragereduzierung ausdr\u00fccklich als eine der drei S\u00e4ulen der Tabakkontrolle genannt wird. Die Vermeidung von Artikel 1(d) ist ein kalkulierter Versuch, einen offenen Dialog zu unterdr\u00fccken und den Diskussionsspielraum einzuschr\u00e4nken.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Noch besorgniserregender ist, dass von den L\u00e4ndern selbst initiierte Vorschl\u00e4ge zur F\u00f6rderung der Diskussion \u00fcber Schadensminderung (wie beispielsweise ein zuvor von St. Kitts und Nevis eingereichter Antrag auf Einrichtung einer Arbeitsgruppe) vollst\u00e4ndig von der Tagesordnung gestrichen wurden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Auf der COP10 forderten mehrere L\u00e4nder \u2013 darunter Neuseeland, die Philippinen, Guyana und Armenien \u2013 eine evidenzbasierte Diskussion \u00fcber Schadensminderung. Ihre Interventionen waren wissenschaftlich fundiert und unterst\u00fctzten Alternativen zum Rauchen. Die aktuelle Agenda ignoriert diese Vielfalt jedoch und stellt das Thema als Bedrohung statt als Chance dar.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cAngesichts der Erfolgsgeschichten von L\u00e4ndern wie Schweden, Gro\u00dfbritannien, Neuseeland und Japan gibt es keine Entschuldigung f\u00fcr eine solch feindselige Haltung gegen\u00fcber Innovation und Fortschritt.\u201d<\/span><\/i><span style=\"font-weight: 400;\"> f\u00fcgte Landl hinzu. <\/span><i><span style=\"font-weight: 400;\">\u201cMillionen von Menschenleben stehen auf dem Spiel, und die WHO h\u00e4lt weiterhin an \u00fcberholten Dogmen fest.
