Stattdessen offenbart die Art und Weise, wie die Agenda gestaltet ist, eine gef\u00e4hrlich einseitige und ideologisch gepr\u00e4gte Richtung f\u00fcr die bevorstehenden Verhandlungen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Punkt 4.5 lautet:\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cDie Umsetzung von Ma\u00dfnahmen zur Verhinderung und Reduzierung des Tabakkonsums, der Nikotinsucht und der Exposition gegen\u00fcber Tabakrauch sowie der Schutz dieser Ma\u00dfnahmen vor kommerziellen und anderen Eigeninteressen der Tabakindustrie angesichts der Erz\u00e4hlung der Tabakindustrie \u00fcber \u2018Schadensminderung\u2019.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Diese Wortwahl ist nicht neutral. Indem das FCTC-Sekretariat die Schadensminderung als Teil der \u201cErz\u00e4hlung der Tabakindustrie\u201d bezeichnet und deren Legitimit\u00e4t durch Anf\u00fchrungszeichen infrage stellt, pr\u00e4gt es die gesamte Diskussion von vornherein als defensiv und konfrontativ ein. Es impliziert, dass Schadensminderung selbst eine irref\u00fchrende Strategie sei, anstatt ein allgemein anerkanntes und wirksames Prinzip der \u00f6ffentlichen Gesundheit, das durch zunehmende Evidenz gest\u00fctzt und in L\u00e4ndern wie Schweden, Gro\u00dfbritannien, Neuseeland und Japan erfolgreich umgesetzt wird.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Noch besorgniserregender ist, dass der Tagesordnungspunkt sich auf Artikel 5.2(b) des FCTC als Rechtsgrundlage st\u00fctzt \u2013 einen Artikel, der \u2026 <\/span><b>nicht<\/b><span style=\"font-weight: 400;\"> Die Schadensminderung wird \u00fcberhaupt nicht erw\u00e4hnt. Dadurch umgeht das Sekretariat die Definition der Tabakkontrolle in Artikel 1(d) des \u00dcbereinkommens, die die Schadensminderung ausdr\u00fccklich einschlie\u00dft. Dies erscheint als bewusster Versuch, sowohl das Konzept als auch seine globalen Bef\u00fcrworter zu marginalisieren und \u00f6ffnet m\u00f6glicherweise T\u00fcr und Tor f\u00fcr Verfahrensman\u00f6ver, die darauf abzielen, die Schadensminderung auf der COP11 zu unterdr\u00fccken oder zu marginalisieren.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Es ist auch kein Geheimnis, dass Artikel 5.2(b) in der Vergangenheit missbraucht wurde, um neuartige Nikotinprodukte \u2013 wie E-Zigaretten und Nikotinbeutel \u2013 denselben restriktiven Bestimmungen wie Tabakerzeugnissen zu unterwerfen. Dies f\u00fchrte wiederholt zu prohibitionistischen politischen Vorschl\u00e4gen, obwohl weltweit immer mehr Belege daf\u00fcr sprechen, dass Produkte mit reduziertem Risiko Menschen erfolgreich beim Rauchstopp helfen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die Formulierung von Ziffer 4.5 ignoriert zudem die offensichtliche Meinungsverschiedenheit innerhalb der Delegationen der Vertragsparteien. Auf der COP10 \u00e4u\u00dferten zahlreiche Vertragsparteien \u2013 darunter Neuseeland, die Philippinen, Armenien, St. Kitts und Nevis, Guyana und sogar Australien \u2013 konstruktive, faktenbasierte Kommentare, die das Potenzial der Schadensminderung unterst\u00fctzten oder untersuchten. Mehrere, darunter St. Kitts und Nevis, schlugen sogar die Einrichtung einer Arbeitsgruppe zum Thema Menschenrechte vor.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dieser Vorschlag fehlt auff\u00e4llig auf der Tagesordnung. Sein Fehlen trotz Einreichung gem\u00e4\u00df Regel 7(g), die es den Vertragsparteien erlaubt, Punkte vorzuschlagen, wirft ernsthafte Bedenken hinsichtlich der Transparenz auf. Wieder einmal scheint das Sekretariat den Rahmen der Diskussion aktiv zu lenken, anstatt eine offene Debatte zu erm\u00f6glichen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Indem das Sekretariat das Thema einseitig und defensiv darstellt und es in einem unpassenden Artikel verankert, behindert es genau die Art von evidenzbasierter Auseinandersetzung, die das FCTC f\u00f6rdern sollte. Anstatt Schadensminderung als b\u00f6swillige Taktik der Industrie abzutun, sollte die internationale Gemeinschaft die COP11 nutzen, um zu er\u00f6rtern, wie ein breites Spektrum an L\u00f6sungen \u2013 einschlie\u00dflich sichererer Nikotinprodukte \u2013 zur Reduzierung von rauchbedingten Krankheiten und Todesf\u00e4llen beitragen kann.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wenn das FCTC seine Glaubw\u00fcrdigkeit zur\u00fcckgewinnen und ein effektiver Leitfaden f\u00fcr die globale Tabakkontrolle sein will, muss die Diskussion auf der COP11 neu gestaltet werden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Beweise stehen nicht in Anf\u00fchrungszeichen. Die COP11 muss die Fakten und die Stimmen derjenigen respektieren, die sich f\u00fcr sicherere Alternativen zur Raucherentw\u00f6hnung entscheiden. Schadensminimierung ist keine blo\u00dfe Erz\u00e4hlung.
