Von geplanten Verboten bis hin zu neuen Vorschriften f\u00fcr Produktverpackungen \u2013 die Politik geht verst\u00e4rkt gegen das Dampfen vor. Dieser Blogbeitrag fasst die wichtigsten Entwicklungen zusammen, die sich in vielen L\u00e4ndern erheblich auf Dampfer auswirken k\u00f6nnten. Wir werfen einen Blick auf die wichtigsten Punkte, die die regulatorischen Rahmenbedingungen f\u00fcr das Dampfen und die Schadensminderung beim Tabakkonsum pr\u00e4gen.<\/span><\/p>\n

Bulgarien: Der Vorsitzende des Gesundheitsausschusses legt einen Gesetzentwurf vor, der ein vollst\u00e4ndiges Verbot des Verkaufs aller E-Zigarettenprodukte vorsieht.<\/b><\/a>\u00a0(7. Februar)<\/b>)<\/span><\/p>\n

Der Vorsitzende des bulgarischen parlamentarischen Gesundheitsausschusses, Kostadin Angelov, hat einen Antrag vorgelegt. <\/span>Rechnung<\/span><\/a> Das Gesetz w\u00fcrde den Verkauf aller E-Zigarettenprodukte im Land verbieten. Das Verbot soll sowohl wiederverwendbare als auch Einwegprodukte betreffen, unabh\u00e4ngig davon, ob sie Nikotin enthalten. Es w\u00fcrde deren \u201cImport, Handel, Verkauf, Lieferung und Vertrieb im Einzelhandel und online\u201d umfassen. Der Gesetzentwurf soll Berichten zufolge die Unterst\u00fctzung von Arbeits- und Sozialminister Borislaw Gutsanow sowie des GERB-Vorsitzenden und ehemaligen Ministerpr\u00e4sidenten Bojko Borissow erhalten haben. Der Text wurde den zust\u00e4ndigen Aussch\u00fcssen zur Pr\u00fcfung vorgelegt. Unabh\u00e4ngig davon haben Abgeordnete der zentristischen Oppositionskoalition PP-DB einen eigenen Gesetzentwurf eingebracht. <\/span>Gesetzesvorlage eines einzelnen Abgeordneten<\/span><\/a> Die Gesetzesvorlage sieht eine neue Definition f\u00fcr synthetische Nikotinprodukte und ein Verkaufsverbot vor. Sie wurde dem Ausschuss noch nicht zur Pr\u00fcfung vorgelegt.<\/span><\/p>\n

Litauen: Der Vorsitzende des Gesundheitsausschusses legt einen Gesetzentwurf zum Verbot von Einweg-E-Zigaretten vor.<\/b><\/a> (10. Februar)<\/b><\/p>\n

Lina \u0160ukyt\u0117-Korsak\u0117, Vorsitzende des Gesundheitsausschusses des Seimas (Einkammerparlament) und Mitglied der Partei \u201eMorgenr\u00f6te des Nemunas\u201c (Teil der Regierungskoalition), hat einen Gesetzesentwurf eingebracht. <\/span>Gesetzesvorlage eines einzelnen Abgeordneten<\/span><\/a> das w\u00fcrde das Inverkehrbringen von Einweg-E-Zigaretten ab dem 1. November 2025 verbieten. Das Gesundheitsministerium hatte zuvor erkl\u00e4rt, dass es ein Verbot des Verkaufs von Einweg-Vapes nicht in Erw\u00e4gung ziehe, und hinzugef\u00fcgt, dass \u201cjede neue Kontrollma\u00dfnahme eine Bewertung ihrer Wirksamkeit, ihrer Auswirkungen und potenziellen Risiken sowie gr\u00fcndliche Diskussionen erfordert\u201d (<\/span>LRT<\/span><\/a>).<\/span><\/p>\n

Frankreich: Nationalversammlung billigt Gesetz zum Verbot von Einweg-E-Zigaretten<\/b><\/a> (4. Februar)<\/b><\/p>\n

Die franz\u00f6sische Nationalversammlung (Unterhaus) hat einstimmig beschlossen <\/span>Rechnung<\/b><\/a> Das Gesetz w\u00fcrde die Herstellung, Vermarktung, den Vertrieb und die Lieferung von Einweg-E-Zigaretten im Land verbieten. Es wird erwartet, dass der Senat (Oberhaus) den Gesetzentwurf in dieser Februarwoche pr\u00fcft.<\/span><\/p>\n

Gro\u00dfbritannien: Ein Abgeordneter der Oppositionspartei will das Tabak- und E-Zigarettengesetz \u00e4ndern, um ein Verbot von Zigarettenfiltern aus Kunststoff einzuf\u00fchren.<\/b><\/a> (7. Februar)<\/b><\/p>\n

Die konservative Abgeordnete Dame Caroline Dinenage hat einen Gesetzesentwurf eingebracht. <\/span>\u00c4nderung<\/span><\/a> an die britische Regierung <\/span>Tabak- und E-Zigarettengesetz<\/span><\/a> Das Gesetz w\u00fcrde die Abgabe von Zigarettenfiltern aus Kunststoff verbieten. Dar\u00fcber hinaus haben Abgeordnete der Democratic Unionist Party und der Conservative Party mehrere \u00c4nderungsantr\u00e4ge eingebracht, die das generations\u00fcbergreifende Verkaufsverbot aus dem Gesetzentwurf streichen und durch eine Anhebung des Mindestalters auf 21 Jahre ersetzen w\u00fcrden. Ein vorheriger \u00c4nderungsantrag der Opposition, der das generations\u00fcbergreifende Verkaufsverbot durch ein Mindestalter von 25 Jahren ersetzen sollte, wurde im Ausschuss abgelehnt. Alle \u00c4nderungsantr\u00e4ge werden im Unterhaus im Rahmen der Berichtsphase behandelt; ein Termin hierf\u00fcr steht noch nicht fest.<\/span><\/p>\n

Nepal: Richtlinie des Gesundheitsministeriums schreibt grafische Warnhinweise auf allen Tabakproduktverpackungen vor.<\/b><\/a> (6. Februar)<\/b><\/p>\n

Das nepalesische Ministerium f\u00fcr Gesundheit und Bev\u00f6lkerung hat eine <\/span>Richtlinie<\/span><\/a> (Sekund\u00e4rgesetzgebung) schreibt grafische Gesundheitswarnungen auf allen Tabakprodukten vor, die 1001 \u00b5g\/m\u00b2 der Vorder- und R\u00fcckseite der Verpackung bedecken \u2013 eine Erweiterung gegen\u00fcber den zuvor vorgeschriebenen 901 \u00b5g\/m\u00b2. Die Richtlinie soll Berichten zufolge 180 Tage nach ihrer Verabschiedung in Kraft treten; Medienberichten zufolge ist das Inkrafttreten f\u00fcr den 17. August 2025 geplant.<\/span><\/p>\n

Ein Gesetzentwurf f\u00fcr Hongkong, der Verbote f\u00fcr aromatisierte Zigaretten und den Besitz von E-Zigaretten vorsieht, soll im April eingebracht werden.<\/b><\/a> (9. Februar)<\/b><\/p>\n

Hongkongs Gesundheitssekret\u00e4r Lo Chung-mau gab bekannt, dass dem Legislativrat (dem Einkammerparlament) im April ein Gesetzentwurf mit zehn Ma\u00dfnahmen zur Tabakkontrolle und unterschiedlichen Umsetzungszeitr\u00e4umen vorgelegt wird. Zu den Ma\u00dfnahmen geh\u00f6rt ein Verbot von Zigaretten ohne Mentholgeschmack, das bereits im n\u00e4chsten Jahr in Kraft treten soll. Ein Verbot von Mentholzigaretten ist f\u00fcr einen sp\u00e4teren, noch nicht festgelegten Zeitpunkt geplant. Der Gesetzentwurf sieht au\u00dferdem ein vollst\u00e4ndiges Verbot des Besitzes von E-Zigaretten in der \u00d6ffentlichkeit vor, das bis Mitte 2026 umgesetzt werden soll. Die Regierung hatte das Ma\u00dfnahmenpaket bereits im Juni letzten Jahres angek\u00fcndigt. Neben den genannten Ma\u00dfnahmen umfasste es auch die Einf\u00fchrung von Warnhinweisen auf der Verpackung und standardisierten Verpackungen.<\/span><\/p>\n

S\u00fcdkorea: Unterausschuss lehnt Unterst\u00fctzung f\u00fcr die Regulierung von synthetischem Nikotin ab, weitere Debatten vorbehalten<\/b><\/a>\u00a0(10. Februar)<\/b><\/p>\n

Ein Unterausschuss des Planungs- und Finanzausschusses der s\u00fcdkoreanischen Nationalversammlung hat die Verabschiedung eines Gesetzentwurfs zur Ausweitung der Tabakdefinition abgelehnt. <\/span>Tabakgesetz<\/span><\/a> Die Regelung betrifft auch synthetische Nikotinprodukte. Konkret sollen Mitglieder des Wirtschafts- und Finanzausschusses die Ergebnisse einer (unver\u00f6ffentlichten) Studie des koreanischen Ministeriums f\u00fcr Gesundheit und Soziales infrage gestellt haben, die angeblich behauptete, sowohl Tabak als auch synthetische Nikotinextrakte seien krebserregend und reproduktionstoxisch. Der Ausschuss k\u00fcndigte weitere Beratungen zum Gesetzentwurf an; ein Termin steht noch nicht fest.<\/span><\/p>\n

S\u00fcdkorea: Gesundheitsministerium ber\u00e4t \u00fcber Offenlegungspflichten f\u00fcr Inhaltsstoffe<\/b><\/a> (6. Februar)<\/b><\/p>\n

Das s\u00fcdkoreanische Gesundheitsministerium hat eine Konsultation er\u00f6ffnet zu <\/span>Verordnungsentwurf<\/span><\/a> und ein <\/span>Entwurf eines Dekrets<\/span><\/a> das w\u00fcrde die <\/span>Gesetz zur Offenlegung sch\u00e4dlicher Inhaltsstoffe von Tabakprodukten<\/span><\/a> Ab 2026 sollen Hersteller und Importeure aller Tabak- und Nikotinprodukte verpflichtet werden, die Inhaltsstoffe ihrer Produkte dem Gesundheitsministerium offenzulegen. Ein politischer Ausschuss wird \u00fcber den Umfang und die konkreten Mittel der Offenlegung entscheiden. Die Konsultation l\u00e4uft bis zum 18. M\u00e4rz; das Gesetz soll am 1. November 2025 in Kraft treten.<\/span><\/p>\n

USA \u2013 Bundesebene: FDA-Vorschlag zur Begrenzung des Nikotingehalts in Zigaretten in die Phase der langfristigen Ma\u00dfnahmen \u00fcberf\u00fchrt<\/b><\/a>\u00a0(10. Februar)<\/b><\/p>\n

Die US-amerikanische Lebensmittel- und Arzneimittelbeh\u00f6rde (FDA) <\/span>Vorgeschlagene Regelung<\/span><\/a> Die Begrenzung des maximalen Nikotingehalts in Tabakerzeugnissen wird offiziell in die Liste der \u201clangfristigen Ma\u00dfnahmen\u201d der FDA aufgenommen. <\/span>beachten<\/span><\/a> Die Ver\u00f6ffentlichung im Amtsblatt erfolgt am 12. Februar. Dies bedeutet, dass die Regelung nicht l\u00e4nger als priorit\u00e4r eingestuft wird. USA \u2013 New York: Gesetzesentwurf zur Definition von Nikotinanaloga und zum Verbot aromatisierter Nikotinanaloga-Produkte eingebracht<\/b><\/a> (5. Februar)<\/b><\/p>\n

Ein demokratisches Mitglied der New Yorker Staatsversammlung (Unterhaus) hat einen Gesetzentwurf eingebracht. <\/span>Gesetzesvorlage eines einzelnen Abgeordneten<\/span><\/a> Das Gesetz definiert ein \u201cNikotinanalogon\u201d als eine Substanz, \u201cderen chemische Struktur der chemischen Struktur von Nikotin im Wesentlichen \u00e4hnelt oder die eine \u00e4hnliche oder st\u00e4rkere Wirkung auf das zentrale Nervensystem hat als Nikotin\u201d. Dar\u00fcber hinaus verbietet das Gesetz den Verkauf von aromatisierten Nikotinanaloga.
