Ich bin Alberto und in diesem Blog werde ich euch von meinen j\u00fcngsten Erfahrungen in Peru berichten, einem Land, in dem eine neue Regelung f\u00fcr E-Zigaretten diskutiert wird, die dazu beitragen k\u00f6nnte, Hunderttausende von Leben zu retten und als Vorbild f\u00fcr andere L\u00e4nder in der Region dienen k\u00f6nnte.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Letzte Woche hatte ich die Gelegenheit, als Policy Manager der World Vapers&#039; Alliance Lima zu besuchen und mich mit peruanischen Abgeordneten zu treffen, um die Regulierung weniger sch\u00e4dlicher Nikotinprodukte zu besprechen, die weltweit bereits Millionen von Menschen zur Raucherentw\u00f6hnung genutzt haben. Mein Ziel: mich f\u00fcr eine differenzierte Regulierung einzusetzen, die das Potenzial dieser Produkte zur Verbesserung der \u00f6ffentlichen Gesundheit anerkennt.<\/span><\/p>\n<h4><b>Der peruanische Kontext<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Peru steht an einem Wendepunkt in der Regulierung alternativer Nikotinprodukte. Das im November 2024 in Kraft getretene Gesetz 32.159 schafft einen Regulierungsrahmen f\u00fcr verschiedene Tabak- und Nikotinprodukte. Allerdings differenziert dieses Gesetz nicht klar zwischen herk\u00f6mmlichen Produkten und weniger sch\u00e4dlichen Alternativen. Dies k\u00f6nnte den Zugang zu sichereren Optionen f\u00fcr erwachsene Raucher, die mit dem Rauchen aufh\u00f6ren m\u00f6chten, einschr\u00e4nken oder sie vom Umstieg abhalten. Ob die Regulierung zielf\u00fchrend ist, h\u00e4ngt letztlich von der Produktregulierung ab, an der das Gesundheitsministerium arbeitet; Einzelheiten dazu sind noch nicht bekannt.<\/span><\/p>\n<h4><b>Die Arbeit der WVA in Peru<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">W\u00e4hrend meines Besuchs f\u00fchrte ich mehrere Gespr\u00e4che mit Mitgliedern des Kongresses, um die Bedeutung dieser Verordnung zu er\u00f6rtern und sicherzustellen, dass sie die unterschiedlichen Gesundheitsrisiken von E-Zigaretten und herk\u00f6mmlichen Zigaretten ber\u00fccksichtigt. Dieser Unterschied sollte sich in niedrigeren Steuern, weniger Verkaufs- und Nutzungsbeschr\u00e4nkungen sowie mehr Flexibilit\u00e4t bei der Produktinformation und -werbung sowie der Bewerbung der Produkte als Hilfsmittel zur Raucherentw\u00f6hnung widerspiegeln.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Unsere gr\u00f6\u00dfte Sorge, ebenso wie die der \u00fcber 200.000 Dampfer im Land, ist, dass derzeit eine Arbeitsgruppe gebildet wurde, in der weder Nutzer noch Organisationen vertreten sind, die diese Produkte als Hilfsmittel zur Raucherentw\u00f6hnung verteidigen. Die World Vapers&#039; Alliance hat bereits um ihre Teilnahme an dieser Arbeitsgruppe gebeten, um sicherzustellen, dass die Stimme der peruanischen Nutzer geh\u00f6rt und ihre Erfahrungen bei der Regulierung von Nikotinprodukten ber\u00fccksichtigt werden.<\/span><\/p>\n<h4><b>Die Bedeutung intelligenter Regulierung<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Eine angemessene Regulierung k\u00f6nnte peruanischen Rauchern sicherere Alternativen bieten, die die Gesundheitsrisiken im Vergleich zu herk\u00f6mmlichen Zigaretten deutlich reduzieren. Dies w\u00fcrde zu einem R\u00fcckgang der rauchbedingten Todesf\u00e4lle und Krankheiten in Peru f\u00fchren, wodurch j\u00e4hrlich mehr als 7.000 Menschenleben gerettet und dem peruanischen Staat \u00fcber 2,5 Milliarden Soles eingespart werden k\u00f6nnten.<\/span><\/p>\n<h4><b>Blick in die Zukunft: Snus und Nikotinbeutel<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Neben unserem Einsatz f\u00fcr eine differenzierte Regulierung von E-Zigaretten und erhitztem Tabak arbeiten wir auch daran, dass Produkte wie Snus und Nikotinbeutel in k\u00fcnftige Regulierungen einbezogen werden.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Diese Produkte, die in Peru derzeit nicht reguliert und kaum vermarktet werden, haben sich in anderen L\u00e4ndern, insbesondere in Schweden, als wirksam bei der Reduzierung des Rauchens erwiesen. Wir setzen uns daher f\u00fcr ihre Regulierung ein, damit auch peruanische Raucher die M\u00f6glichkeit haben, sie zur Raucherentw\u00f6hnung zu nutzen.<\/span><\/p>\n<h4><b>Der Weg nach vorn<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Peru hat die Chance, sich L\u00e4ndern wie Gro\u00dfbritannien, Schweden und Neuseeland anzuschlie\u00dfen, die fortschrittliche Ans\u00e4tze zur Tabakschadensminderung verfolgen. Diese L\u00e4nder konnten die Raucherquoten durch die Einf\u00fchrung von Ma\u00dfnahmen, die das Potenzial alternativer Nikotinprodukte anerkennen, deutlich senken.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Peru befindet sich in einer einzigartigen Position, um eine regionale und globale F\u00fchrungsrolle bei der Verwendung und Regulierung dieser Produkte einzunehmen. Indem das Land diese Chance jetzt nutzt, kann es nicht nur die Gesundheit seiner B\u00fcrger verbessern, sondern sich auch als Vorbild in Lateinamerika etablieren.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Als Vertreter der World Vapers&#039; Alliance werde ich mich weiterhin unerm\u00fcdlich daf\u00fcr einsetzen, dass die Stimme der Konsumenten und der Bef\u00fcrworter von Schadensminimierung im peruanischen Regulierungsprozess Geh\u00f6r findet.
