Ihr wurde eine Straftat im Zusammenhang mit der rechtswidrigen Verweigerung, Unterlassung oder Verz\u00f6gerung von Amtspflichten vorgeworfen, die mit Freiheitsstrafen oder Geldstrafen geahndet werden kann. Die Urspr\u00fcnge reichen bis ins Jahr 2022 zur\u00fcck, als der Verband der Raucher und Familien f\u00fcr ein rauchfreies Panama den Verkauf von Zigarettenpackungen ohne die vorgeschriebenen Warnhinweise meldete und damit gegen geltende Vorschriften verstie\u00df. Das Fehlen einer \u00f6ffentlichen Ausschreibung in diesem Fall gab Anlass zu Bedenken hinsichtlich Transparenz und der Einhaltung rechtlicher Verfahren.<\/span><\/p>\n<h4><b>Das Fehlen einer \u00f6ffentlichen Ausschreibung f\u00fcr den Panama Convention Center-Auftrag f\u00fcr die COP10<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Die j\u00fcngsten Untersuchungen konzentrieren sich auf Reina Roas Rolle als Koordinatorin der Nationalen Tabakkontrollkommission und Schl\u00fcsselfigur im Kampf gegen Tabak in Panama und Zentralamerika. Die Vereinigung der Raucher und Familien f\u00fcr ein rauchfreies Panama erhob am 28. Dezember 2023 \u00f6ffentlich Vorw\u00fcrfe gegen die nicht wettbewerbsorientierte Vergabe des Auftrags zur Ausrichtung der COP10 an das Panama Convention Center (PCC). Dieser Schritt soll sowohl gegen die UN-Konvention gegen Korruption als auch gegen Artikel 338 des Strafgesetzbuches versto\u00dfen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Im Zentrum der Kontroverse steht die fehlende \u00f6ffentliche Ausschreibung der COP10-Konferenz, die den Staat 15 Billionen Panama-Pfund kosten wird. Auf die Verschiebung der urspr\u00fcnglich f\u00fcr November 2023 geplanten Konferenz folgten schwerwiegende Vorw\u00fcrfe, die Panamas Ruf hinsichtlich Rechtssicherheit und den Verdacht finanzieller Misswirtschaft im Zusammenhang mit der COP10-Organisation tr\u00fcbten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Panama k\u00e4mpft nun mit den Folgen dieser Anschuldigungen, die Fragen nach den Priorit\u00e4ten der Staatsausgaben angesichts der Bed\u00fcrfnisse des Gesundheitssystems aufwerfen.
