In einer zunehmend vernetzten Welt k\u00f6nnen die Ma\u00dfnahmen einer Region weit \u00fcber ihre Grenzen hinaus Auswirkungen haben. Nirgends wird dies deutlicher als im Bereich der \u00f6ffentlichen Gesundheit und der Schadensminderung. W\u00e4hrend die Europ\u00e4ische Union mit ihrer Position zu Strategien der Schadensminderung f\u00fcr Raucher ringt, reichen die Folgen ihrer Entscheidungen weit \u00fcber ihre Grenzen hinaus und beeinflussen die globale Gesundheit sowie den Kampf gegen rauchbedingte Sch\u00e4den.<\/p>\n

Panama wird Gastgeber sein Zehnte Tagung der Konferenz der Vertragsparteien (COP10)<\/a> Die Welthandelskonferenz (COP10) der WHO zur Eind\u00e4mmung des Tabakgebrauchs (FCTC) findet im November dieses Jahres statt und wird f\u00fcr die Zukunft der \u00f6ffentlichen Gesundheit von gro\u00dfer Bedeutung sein. Die Ergebnisse werden sich weltweit auf die Schadensminderung und die Politik im Bereich E-Zigaretten auswirken. Es ist jedoch h\u00f6chst unwahrscheinlich, dass die COP10 Ans\u00e4tze zur Schadensminderung und das Dampfen beg\u00fcnstigen wird, angesichts der strengen Haltung der WHO gegen\u00fcber E-Zigaretten in den vergangenen Jahren.<\/p>\n

K\u00fcrzlich wurde ein weiteres gro\u00dfes USA-weit<\/a> Studie<\/a> betonten die Wirksamkeit und den Wert des Dampfens als Hilfsmittel zur Raucherentw\u00f6hnung. Dabei sollte man nicht ber\u00fccksichtigen, was wir bereits wissen aus \u00d6ffentlich<\/a> Health England<\/a> Seit Jahren ist bekannt, dass Dampfen 951 % weniger sch\u00e4dlich ist als Rauchen. Die Liste der positiven Ergebnisse ist damit nat\u00fcrlich noch nicht vollst\u00e4ndig. Der einzige Grund, warum die WHO diese Erkenntnisse ignoriert, ist, dass sie in der Debatte um das Dampfen bereits Partei ergriffen hat.<\/p>\n

Das Verbot scheitert auf ganzer Linie<\/strong><\/h4>\n

Es gibt Beispiele aus mehreren L\u00e4ndern, in denen das Verbot des Dampfens bereits negative Folgen hatte oder in Zukunft haben wird.<\/p>\n

Indien beispielsweise, das 2003 das WHO-Rahmen\u00fcbereinkommen zur Eind\u00e4mmung des Tabakgebrauchs (WHO FCTC) unterzeichnete, verbot das Dampfen im Jahr 2019. Das Verbot in dem Land war ein wichtiger Schritt.
