{"id":4446,"date":"2023-07-03T04:54:15","date_gmt":"2023-07-03T08:54:15","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=4446"},"modified":"2023-07-06T09:51:42","modified_gmt":"2023-07-06T13:51:42","slug":"harm-reduction-in-georgia","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/de_au\/harm-reduction-in-georgia\/","title":{"rendered":"Schadensminderung in Georgien"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Wer die Schadensminderung weltweit verfolgt hat, dem ist vielleicht aufgefallen, dass Entwicklungsl\u00e4nder oft mit beiden Faktoren zu k\u00e4mpfen haben \u2013 hohen Raucherquoten und einem Mangel an sinnvollen Ans\u00e4tzen oder Strategien zur Schadensminderung.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dies trifft auf viele L\u00e4nder zu, und Georgien bildet keine Ausnahme.<\/span><\/p>\n<p><b>Mangelnde Informationen zur Schadensminderung\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Laut Healthy Initiatives (einer Nichtregierungsorganisation) <\/span><a href=\"https:\/\/georgiatoday.ge\/smoking-behavior-and-risk-perceptions-in-georgia-results-of-2022-survey\/\"><span style=\"font-weight: 400;\">Umfrage<\/span><\/a><span style=\"font-weight: 400;\"> Laut einer 2022 durchgef\u00fchrten Studie rauchen in Georgia 26,41 % der erwachsenen Bev\u00f6lkerung herk\u00f6mmliche Zigaretten, und traurigerweise denken 51,1 % nicht einmal daran, mit dem Rauchen aufzuh\u00f6ren. Nur 2,81 % der Raucher haben mithilfe sichererer Nikotinersatzprodukte aufgeh\u00f6rt.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aus diesen Statistiken lassen sich zwei m\u00f6gliche Schlussfolgerungen ziehen:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Inmitten der politischen Turbulenzen und der zahlreichen Probleme im politischen und sozialen Leben Georgiens scheinen sich die lokalen Gesundheitsbeh\u00f6rden nicht auf Verbesserungen im Bereich der \u00f6ffentlichen Gesundheit und die Entwicklung eines konkreten Programms zur Raucherentw\u00f6hnung zu konzentrieren.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Es ist kein Zufall, dass laut derselben Umfrage 32,81 % der Befragten f\u00e4lschlicherweise glaubten, Dampfen sei sch\u00e4dlicher als Rauchen. Um die Raucherquote zu senken, ist es unerl\u00e4sslich, der Bev\u00f6lkerung Georgiens genaue Daten und Informationen zu den gef\u00e4hrlichen gesundheitlichen Folgen des Rauchens und zu den M\u00f6glichkeiten, mit deutlich weniger sch\u00e4dlichen, innovativen L\u00f6sungen wie dem Dampfen aufzuh\u00f6ren, bereitzustellen.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><b>Erh\u00f6hte Steuern<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Statt \u00e4hnliche politische Ma\u00dfnahmen zu bef\u00fcrworten <\/span><a href=\"https:\/\/worldvapersalliance.com\/de_au\/uk-gets-harm-reduction-right-once-again\/\"><span style=\"font-weight: 400;\">Gro\u00dfbritannien<\/span><\/a><span style=\"font-weight: 400;\"> oder <\/span><a href=\"https:\/\/worldvapersalliance.com\/de_au\/how-sweden-outpaces-the-eus-anti-smoking-policies\/\"><span style=\"font-weight: 400;\">Schweden<\/span><\/a><span style=\"font-weight: 400;\">, Die georgische Regierung legt den Verbrauchern und kleinen Unternehmen, die Produkte wie E-Zigaretten anbieten, immer h\u00f6here wirtschaftliche Belastungen auf und behindert dadurch den Prozess der Raucherentw\u00f6hnung.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Im April 2023 erh\u00f6hte die Regierung <\/span><a href=\"https:\/\/matsne.gov.ge\/ka\/document\/view\/13126?publication=0\"><span style=\"font-weight: 400;\">die Verbrauchssteuer <\/span><\/a><span style=\"font-weight: 400;\">Bei E-Zigarettenfl\u00fcssigkeiten \u2013 von 0,2 GEL pro ml bis 1 GEL pro ml (einschlie\u00dflich nikotinfreier Fl\u00fcssigkeiten mit 0 mg Nikotin). Die Nikotinkonzentration pro Flasche ist ebenfalls auf 2% begrenzt.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Das oben Genannte ist aus folgenden Gr\u00fcnden alarmierend:<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Dampfen ist nicht dasselbe wie das Verbrennen von Tabak und ist in der Tat\u2026, <\/span><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/684963\/Evidence_review_of_e-cigarettes_and_heated_tobacco_products_2018.pdf\"><span style=\"font-weight: 400;\">95% weniger sch\u00e4dlich <\/span><\/a><span style=\"font-weight: 400;\">als Rauchen. In Georgia f\u00e4llt es jedoch immer noch unter die<\/span><a href=\"https:\/\/matsne.gov.ge\/ka\/document\/view\/1160150?publication=10\"><span style=\"font-weight: 400;\"> gleiche Kategorie <\/span><\/a><span style=\"font-weight: 400;\">als brennbare Tabakprodukte, was das fehlende Verst\u00e4ndnis oder die mangelnde Bereitschaft der politischen Entscheidungstr\u00e4ger zur Unterst\u00fctzung von Strategien zur Schadensminderung verdeutlicht.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Die h\u00f6here Besteuerung von E-Zigarettenprodukten korreliert nicht positiv mit Verbesserungen der \u00f6ffentlichen Gesundheit. Zum Beispiel, <\/span><a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11166-020-09330-9?fbclid=IwAR2_uz3nGOVei1Wfn-op4gw3CXz-s8ZQgtuzOhgOoGTVLgO5Tfdi4jzSWFo\"><span style=\"font-weight: 400;\">diese Studie <\/span><\/a><span style=\"font-weight: 400;\">Die Autoren kamen zu dem Schluss, dass Steuererh\u00f6hungen auf E-Zigarettenprodukte den Zigarettenkonsum wahrscheinlich ankurbeln werden.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Angesichts der Tatsache, dass die Verbrauchssteuer in Georgien heute f\u00fcnfmal h\u00f6her ist als im Jahr 2018, ist es unwahrscheinlich, dass teurere Nikotinprodukte, selbst wenn sie sicherer sind als herk\u00f6mmliche Zigaretten, f\u00fcr Raucher, die mit dem Rauchen aufh\u00f6ren wollen, eine Alternative darstellen k\u00f6nnen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201e<\/span><i><span style=\"font-weight: 400;\">Seit der Erh\u00f6hung der Verbrauchssteuer ist es schwieriger geworden, unseren Konsumenten Produkte anzubieten, die nicht nur deutlich geringere Gesundheitsrisiken bergen als herk\u00f6mmliche Zigaretten, sondern auch kosteng\u00fcnstiger als das Rauchen sind.\u00a0<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">Als Dampfer w\u00fcnsche ich mir, dass die georgische Regierung die Schadensminimierung bef\u00fcrworten w\u00fcrde, anstatt uns den Weg zu ebnen, Rauchern effektiv beim Aufh\u00f6ren zu helfen.<\/span><\/i><span style=\"font-weight: 400;\">\u201d \u2013 sagte Ilia Khoperia, die seit 2016 den allerersten lokalen Vape-Shop betreibt und WVA-Botschafterin ist.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Strengere Beschr\u00e4nkungen f\u00fcr sicherere Nikotinprodukte tragen nicht zur Raucherentw\u00f6hnung bei. Dennoch haben die georgischen Gesundheitsbeh\u00f6rden den Kampf gegen das Dampfen noch weiter versch\u00e4rft \u2013 die Regierung arbeitet derzeit an einer einheitlichen Verpackungspolitik, die laut \u2026 <\/span><a href=\"https:\/\/matsne.gov.ge\/ka\/document\/view\/1160150?publication=10\"><span style=\"font-weight: 400;\">ihre offizielle Quelle<\/span><\/a><span style=\"font-weight: 400;\">, tritt ab Juli 2024 in Kraft.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Laut der <\/span><a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/tobacco\"><span style=\"font-weight: 400;\">WER<\/span><\/a><span style=\"font-weight: 400;\">, Rauchen t\u00f6tet j\u00e4hrlich mehr als acht Millionen Menschen. L\u00e4nder wie Gro\u00dfbritannien und Schweden haben bewiesen, dass politische Entscheidungstr\u00e4ger die Schadensminimierung f\u00f6rdern m\u00fcssen, anstatt das Rauchen zu bek\u00e4mpfen, um eine rauchfreie Umwelt zu erreichen. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">F\u00fcr ein Land wie Georgien, das mit hohen Raucherquoten zu k\u00e4mpfen hat, war es noch nie so wichtig, sich mit der Funktionsweise sichererer Nikotinprodukte vertraut zu machen und eine Strategie zur Schadensminderung in Kombination mit einer vern\u00fcnftigen Regulierung des Dampfens (wie z. B. Altersbeschr\u00e4nkungen) zu entwickeln.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Besteht Hoffnung auf Schadensminderung in Georgien?\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Bislang verfolgt die georgische Regierung den entgegengesetzten Weg und setzt auf einen restriktiven Ansatz gegen\u00fcber sichereren Nikotinalternativen.
