Februar 2023 hatte ich das Gl\u00fcck, am Webinar der American Vapor Manufacturers mit dem noch recht neuen CTP-Direktor Dr. Brian King teilzunehmen. Hier ist eine Zusammenfassung der Themen, die wir bei diesem ersten Treffen unserer Branche besprochen haben.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mein wichtigster und pr\u00e4gnantester Erkenntnisgewinn aus diesem Webinar war, dass Dr. King zugab, dass es KEINE Jugendepidemie gibt.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meine Frage an Dr. King bez\u00fcglich der Verwendung des Begriffs \u201cEpidemie\u201d: \u201eCTP bezeichnet das Dampfen unter Jugendlichen seit 2018 als Epidemie. Dieser Begriff wurde mithilfe von Fokusgruppen gew\u00e4hlt, um eine st\u00e4rkere emotionale Reaktion hervorzurufen. Doch seitdem ist der Konsum von E-Zigaretten unter Jugendlichen drastisch zur\u00fcckgegangen, und heute dampfen weniger als 31 % der Jugendlichen t\u00e4glich. Das entspricht nicht der Bedeutung des Begriffs \u201eEpidemie\u201c. Weder klinisch, noch wissenschaftlich, noch im allgemeinen Sprachgebrauch. Wie wollen Sie also als wissenschaftliche Einrichtung von der \u00d6ffentlichkeit ernst genommen werden, wenn Sie weiterhin einen derart irref\u00fchrenden Begriff verwenden?\u201c\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dr. King antwortete: \u201cJa, ich glaube, Sie sprechen von der CDC. Die FDA hat diese Terminologie nicht verwendet, um die aktuellsten Sch\u00e4tzungen zum Konsum unter Jugendlichen zu verwenden. Ich bin Epidemiologe und kenne daher die Definition einer Epidemie genau: ein beispielloser Anstieg \u00fcber den erwarteten Ausgangswert hinaus. Die Wissenschaft hat jedoch einen R\u00fcckgang der Zahl jugendlicher Konsumenten gezeigt, und das ist erfreulich. In den letzten Jahren haben wir seit dem H\u00f6chststand 2019 zwar einen R\u00fcckgang verzeichnet, aber die Zahlen sind immer noch zu hoch. Zweieinhalb Millionen Kinder konsumieren diese Produkte weiterhin. Angesichts der Entwicklungen bei anderen Produkten unter Kindern, einschlie\u00dflich Zigaretten und rauchlosem Tabak, k\u00f6nnen wir diese niedrigen Werte ebenfalls erreichen, unter 21 % \u2013 also ein Konsum pro 21 %.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wir stimmen zwar darin \u00fcberein, dass es keine Epidemie gibt, stellen aber auch fest, dass die FDA den Begriff Epidemie noch im Jahr 2021 verwendet hat, also bevor Dr. King seine T\u00e4tigkeit bei der FDA aufnahm.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die vielleicht wichtigste Aussage aus der Diskussion: King sagte, der R\u00fcckgang des Dampfens unter Jugendlichen werde es der FDA erleichtern, Dampfprodukte f\u00fcr Erwachsene zuzulassen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">King wich nat\u00fcrlich vielen unserer Fragen aus und lenkte das Gespr\u00e4ch immer wieder auf das Jugendproblem und die unzureichende Wissenschaft bei PMTA-Antr\u00e4gen, ohne uns jedoch viel Klarheit dar\u00fcber zu verschaffen, warum Logics Tabakprodukt eine Zulassung oder MGO erhalten hat, w\u00e4hrend f\u00fcr das exakt gleiche Produkt in Menthol eine Ablehnung oder MDO erfolgte.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gregory Conley fragte: \u201cDokumente, die im Rahmen eines k\u00fcrzlich eingereichten Gerichtsverfahrens ver\u00f6ffentlicht wurden, belegen, dass Sie die Entscheidung des Wissenschaftsb\u00fcros \u00fcberstimmt haben, um die Marktzulassung f\u00fcr Menthol-E-Zigaretten der Marke Logics zu verweigern. Ist es bei CTP \u00fcblich, dass die F\u00fchrungsebene die wissenschaftlichen Experten der Beh\u00f6rde \u00fcberstimmt?\u201c<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Worauf King antwortete: \u201cJa, ich w\u00fcrde sagen, das ist eine fehlerhafte Darstellung des Geschehens. Es handelte sich nicht um eine Aufhebung einer bestehenden Entscheidung. Wir haben im Center for Tobacco Products einen formativen Prozess, in dem Wissenschaftler des Office of Science spezifische Antr\u00e4ge bewerten. Anschlie\u00dfend treffen sie auf Grundlage dieser wissenschaftlichen Erkenntnisse Entscheidungen und stimmen diese mit den Direktoren ab. Das Office of Science ist gleichzeitig auch Direktor des Center for Tobacco Products. In diesem Fall gab es eine erste Bewertung der wissenschaftlichen Daten und anschlie\u00dfend weitere wissenschaftliche Diskussionen. Ich selbst bin Wissenschaftler und arbeite seit vielen Jahren in diesem Beruf. Wir haben uns zusammengesetzt und die Vorz\u00fcge der vorgelegten wissenschaftlichen Erkenntnisse er\u00f6rtert. Nach dieser Diskussion wurde festgestellt, dass der Antragsteller die Anforderungen nicht erf\u00fcllt.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Und obwohl King anerkannte, dass der Umstieg auf E-Zigaretten eine \u201cgute Sache\u201d sei, schien er nicht zu erkennen, dass die Schlie\u00dfung von Vape-Shops durch die Ablehnung von 99,991 % der Antr\u00e4ge nicht dazu beitragen wird, dass mehr Raucher umsteigen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ich sch\u00e4tze es sehr, dass sich Dr. King die Zeit genommen hat, mit uns zu sprechen, und ich hoffe, dass er dies auch in Zukunft tun wird.
