Die Studie kommt zu dem Schluss, dass 196 Millionen Raucher in diesen L\u00e4ndern auf das Dampfen \u2013 eine weniger sch\u00e4dliche Alternative \u2013 umsteigen k\u00f6nnten, wenn die Regulierung E-Zigaretten als Mittel zur Raucherentw\u00f6hnung erleichtert und f\u00f6rdert.<\/p>\n<p>Michael Landl, Direktor der World Vapers&#039; Alliance, kommentierte die Studie wie folgt:<\/p>\n<p><em>\u201cDie Vorteile des Dampfens als Alternative zum Rauchen sind zwar schon l\u00e4nger bekannt, doch aktuelle Forschungsergebnisse zeigen erst, wie bedeutend das Potenzial ist: Fast 200 Millionen gerettete Leben. Wenn uns COVID eines gezeigt hat, dann, dass unsere Gesundheit an erster Stelle steht und dass Regulierungsbeh\u00f6rden, die Menschen zum Rauchstopp bewegen wollen, sich von wissenschaftlichen Erkenntnissen leiten lassen und sicherstellen m\u00fcssen, dass Ideologie dem Pragmatismus untergeordnet wird.\u201d<\/em><\/p>\n<p>Die World Vapers&#039; Alliance und das Consumer Choice Center untersuchten 61 L\u00e4nder weltweit und verglichen die aktuelle Anzahl t\u00e4glicher und gelegentlicher Dampfer. Als Referenzpunkt dienten die fortschrittlichen Ma\u00dfnahmen Gro\u00dfbritanniens zur Tabakschadensminderung. Auf dieser Grundlage wurde gesch\u00e4tzt, wie viele Raucher durch eine liberalere Regulierung des Dampfens in den einzelnen L\u00e4ndern zum Umstieg bewegt werden k\u00f6nnten.<\/p>\n<p>Fred Roeder, Gesch\u00e4ftsf\u00fchrer des Consumer Choice Center, sagte zu dem Bericht:<\/p>\n<p><em>\u201cIntelligente Regeln f\u00fcr die Werbung von E-Zigaretten gegen\u00fcber Rauchern, die Pr\u00e4sentation von E-Zigaretten am Verkaufsort von Zigaretten, niedrigere Steuers\u00e4tze f\u00fcr E-Zigaretten und die Best\u00e4tigung der Beweise durch Gesundheitsbeh\u00f6rden, dass Dampfen mindestens 95 % weniger sch\u00e4dlich ist als herk\u00f6mmliches Rauchen \u2013 all das, was Gro\u00dfbritannien richtig gemacht hat, kann dazu beitragen, das Leben von Tausenden von Rauchern zu retten, indem es ihnen den Umstieg auf das Dampfen erleichtert.\u201d<\/em><\/p>\n<p>In Gro\u00dfbritannien empfiehlt Public Health England, eine dem Gesundheitsministerium unterstellte Beh\u00f6rde, Rauchern aktiv den Umstieg auf E-Zigaretten. Entsprechend wurden sehr fortschrittliche Rahmenbedingungen f\u00fcr das Dampfen eingef\u00fchrt. Dank dieser Ma\u00dfnahmen erzielt Gro\u00dfbritannien im Vergleich zu L\u00e4ndern mit restriktiveren Regelungen bessere Ergebnisse bei der Reduzierung des Rauchens. In Gro\u00dfbritannien rauchen heute etwa 251 Prozent weniger Menschen als 2013, als das Dampfen popul\u00e4r wurde. Australien hingegen, eines der L\u00e4nder mit den strengsten Dampfvorschriften, verzeichnete im gleichen Zeitraum lediglich einen R\u00fcckgang von 81 Prozent. Frankreich, Kanada und Neuseeland verfolgten einen \u00e4hnlichen Ansatz wie Gro\u00dfbritannien und erzielen ebenfalls positive Ergebnisse.<\/p>\n<p><em>\u201cDaher sollten Politiker auch ihren derzeitigen Umgang mit E-Zigaretten \u00fcberdenken und darin eine Chance zur Verbesserung der \u00f6ffentlichen Gesundheit sehen\u201d, schloss Michael Landl.\u00a0\u00a0<\/em><\/p>\n<p>Zur Unterst\u00fctzung der Studie haben die World Vapers&#039; Alliance und das Consumer Choice Center eine interaktive Karte ver\u00f6ffentlicht, die zeigt, wie viele Raucher unter einem fortschrittlicheren Regulierungsrahmen potenziell auf E-Zigaretten umsteigen k\u00f6nnten.
