Lige i sidste uge offentliggjorde den amerikanske f\u00f8devare- og l\u00e6gemiddelstyrelse (FDA) <\/span>autoriseret<\/span><\/a> 11 nye nikotinposer kommer ind p\u00e5 det amerikanske marked og godkendes gennem agenturets ans\u00f8gningsproces for tobaksvarer f\u00f8r markedsf\u00f8ring (PMTA).\u00a0<\/span><\/p>\n

Det bringer det samlede antal FDA-godkendte nikotinposer op p\u00e5 <\/span>43<\/span><\/a>, hvoraf 15 f\u00f8rst blev godkendt i august og 21 i det seneste \u00e5r. 23 af de 43, inklusive denne seneste batch, gennemgik et pilotprogram, som FDA specifikt har udviklet for at fremskynde gennemgangen af markedsans\u00f8gninger for poser.<\/span><\/p>\n

Mens Washington DC bygger hurtigere ruter for at f\u00e5 nikotinprodukter med lavere risiko ud til voksne rygere, bliver Bruxelles ved med at argumentere for, at de er lige s\u00e5 skadelige som rygning og b\u00f8r begr\u00e6nses, om ikke forbydes.<\/span><\/p>\n

Et program, der leverer<\/b><\/h4>\n

FDA's <\/span>Pilotprogram med nikotinposer<\/span><\/a> g\u00f8r, hvad navnet antyder. If\u00f8lge agenturet har det f\u00f8rt til hurtigere l\u00f8sning af videnskabelige problemer, kortere behandlingstid for ans\u00f8gere, der besvarer breve, og mere effektive gennemgange generelt.\u00a0<\/span><\/p>\n

FDA er nu ved at udrulle det til sin bredere PMTA-proces. Men dette er ikke en gummistempel, FDA kr\u00e6ver stadig bevis for, at et produkt giver st\u00f8rre gavn for befolkningens sundhed end risiko, og for dette parti af poser fandt de lavere niveauer af skadelige og potentielt skadelige bestanddele end i andre r\u00f8gfri tobaksprodukter, flere for lave til overhovedet at kvantificere!<\/span><\/p>\n

Pointen her er, at stringens og effektivitet viste sig ikke at v\u00e6re gensidigt udelukkende, som fungerende direkt\u00f8r for FDA's Center for Tobacco Products, Bret Koplow <\/span>anf\u00f8rt<\/span><\/a> efter at have godkendt 6 andre nikotinposer sidste \u00e5r. Agenturet fandt ud af, hvordan man kunne holde barren h\u00f8j, samtidig med at det reducerede den tid, det tager for produkter at klare den, og hver dag, der sparer, er en dag hurtigere, at en voksen ryger kan skifte til noget mindre skadeligt.<\/span><\/p>\n

Europa kan ikke blive enige om poser<\/b><\/h4>\n

EU har allerede den bedste dokumentation i verden for, at nikotinposer virker, og det ligger inden for sine egne gr\u00e6nser. Sverige krydsede<\/span> under 5% daglig rygning<\/span><\/a>, hvilket g\u00f8r det til det f\u00f8rste land, der n\u00e5r WHO's r\u00f8gfrihedsgr\u00e6nse, 15 \u00e5r f\u00f8r EU's eget 2040-m\u00e5l.\u00a0<\/span><\/p>\n

Dette skift f\u00f8lger en stigning i brugen af nikotinposer, og resultatet er klart: Svenske m\u00e6nd har en d\u00f8delighed for lungekr\u00e6ft, der er 61% under EU-gennemsnittet, og det samlede antal kr\u00e6ftd\u00f8dsfald der er 34% lavere. Det er netop den mekanisme, FDA n\u00e6vnte, da de godkendte poserne: et produkt med lavere risiko, der f\u00e5r rygere til at holde sig v\u00e6k fra cigaretter. Alligevel er Europa-Kommissionens egen <\/span>evaluering<\/span><\/a> af sine tobakslove n\u00e6vner Sverige prim\u00e6rt som en advarsel om brug af nikotinposer, ikke som den casestudie, det er.<\/span><\/p>\n

Modviljen mod at l\u00e6re af det ene EU-land, der l\u00f8ste problemet, viser sig i resten af blokkens kludet\u00e6ppe. Frankrig forb\u00f8d salg, import, besiddelse og brug af orale nikotinprodukter fra den 1. april, en af de strengeste ordninger i Europa. Belgien har forbudt fremstilling og markedsf\u00f8ring fuldst\u00e6ndigt siden 2022. Tyskland behandler poser som nye f\u00f8devarer, hvilket resulterer i et kludet\u00e6ppe af regionale forbud snarere end \u00e9n national regel. Mange andre EU-medlemsstater har endnu ingen lovgivning om nikotinposer. Et revideret tobaksvaredirektiv, der endelig kan harmonisere reglerne, forventes at blive foresl\u00e5et af Europa-Kommissionen inden \u00e5rets udgang.<\/span><\/p>\n

Ved EU-bureaukraterne bedre end FDA?<\/b><\/h4>\n

Den modvilje har et navn: Sundhedskommiss\u00e6r Oliv\u00e9r V\u00e1rhelyi. I september 2025, V\u00e1rhelyi <\/span>tweetede<\/span><\/a> at "nikotin ... for\u00e5rsager kr\u00e6ft." I en<\/span> skriftligt svar til MEP Kristoffer Storm<\/span><\/a>, V\u00e1rhelyi udtalte, at r\u00f8gfri nikotinprodukter "ikke reducerer sundhedsrisikoen" sammenlignet med cigaretter. Da Kommissionen havde brug for beviser til at underst\u00f8tte hans holdning om, at nye nikotinprodukter indeb\u00e6rer risici "sammenlignbare med rygning", udtalte dens<\/span> rapporten modsiger sine egne kilder<\/span><\/a>, som viste, at nikotinprodukter uden forbr\u00e6nding har lav risiko sammenlignet med cigaretrygning.<\/span><\/p>\n

EN <\/span>Unders\u00f8gelse blandt MEP'er i 2025<\/span><\/a> fandt ud af, at andelen, der anser nye nikotinprodukter for at v\u00e6re mindst lige s\u00e5 skadelige som rygning, steg fra 19% til 33% p\u00e5 et \u00e5r. Det er vigtigt, fordi de samme MEP'er skal stemme om EU's n\u00e6ste ramme for tobakskontrol, som er udarbejdet af V\u00e1rhelyis egen afdeling, DG SANTE, f\u00f8r den n\u00e5r Parlamentet og R\u00e5det.<\/span><\/p>\n
