For Afrika kunne indsatsen ikke v\u00e6re h\u00f8jere. N\u00e6sten alle lande p\u00e5 kontinentet har underskrevet traktaten, men virkeligheden er, at h\u00e5ndh\u00e6velsen stadig er svag. Der findes love om r\u00f8gfri omr\u00e5der, skatter og sundhedsadvarsler, men implementeringen er mangelfuld. Begr\u00e6nsede ressourcer, manglende politisk vilje og dybt rodf\u00e6stet kulturel accept af tobak betyder, at millioner fortsat er udsat for forebyggelige sygdomme og d\u00f8d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Derfor er COP11 vigtig. Afrika kan ikke forts\u00e6tte med at bek\u00e6mpe en tobaksepidemi i det 21. \u00e5rhundrede med kun halve tiltag. Ja, traditionelle strategier som h\u00f8je skatter, reklameforbud og r\u00f8gfri politikker er afg\u00f8rende. Men de er ikke nok. Kontinentet er n\u00f8dt til at inkludere skadesreduktion i samtalen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Skadebegr\u00e6nsning er simpelt: Giv rygere adgang til sikrere alternativer, s\u00e5 de kan komme v\u00e6k fra den farligste form for tobaksbrug \u2013 br\u00e6ndende cigaretter. Produkter som nikotinposer, regulerede e-cigaretter eller medicinske nikotinbehandlinger er ikke risikofrie, men de er langt mindre skadelige end rygning. I en region, hvor st\u00f8tte til rygestop er begr\u00e6nset, og h\u00e5ndh\u00e6velsen er sparsom, kan disse alternativer v\u00e6re banebrydende.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Debatten er ofte formuleret som enten-eller: enten h\u00e5ndh\u00e6ver vi FCTC perfekt, eller ogs\u00e5 risikerer vi at underminere den med nye produkter. Men den tankegang er mangelfuld. Afrika har ikke den luksus at vente, indtil institutionerne er st\u00e6rkere, og ressourcerne er uendelige. Skadesreduktion erstatter ikke traditionelle foranstaltninger; den supplerer dem. Ved omhyggeligt at regulere sikrere produkter, s\u00e6tte standarder, holde dem ude af h\u00e6nderne p\u00e5 unge og beskatte dem anderledes end cigaretter, kan regeringer reducere rygeprocenten hurtigere, spare penge p\u00e5 sundhedsv\u00e6senet og redde liv.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">COP11 er \u00f8jeblikket, hvor Afrika kr\u00e6ver en mere realistisk, risikobaseret tilgang. I stedet for at blive ladt bagud kan kontinentet g\u00e5 foran ved at vise, at tobakskontrol skal v\u00e6re pragmatisk og ikke blot ambiti\u00f8s. For afrikanske politikere er valget klart: at holde fast i rigide tilgange, der ikke har givet resultater, eller at omfavne skadesreduktion som et redskab til at lukke kl\u00f8ften mellem god lovgivning p\u00e5 papiret og reelle sundhedsfremskridt i praksis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Uden ordentlig regulering oplever Afrika imidlertid allerede en stigning i ulovlige og uregulerede produkter, der oversv\u00f8mmer markedet, hvilket s\u00e6tter forbrugerne i endnu st\u00f8rre risiko.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vi kan ikke vente p\u00e5 perfekt h\u00e5ndh\u00e6velse af alle FCTC-artikler, f\u00f8r vi handler. Ved at kombinere traditionelle foranstaltninger med reguleret skadesreduktion kan regeringer fremskynde faldet i rygning, beskytte unge og forhindre hundredtusindvis af un\u00f8dvendige d\u00f8dsfald.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Verden vil se p\u00e5 i Gen\u00e8ve.
