Sverige, Tjekkiet og Gr\u00e6kenland blev kronet som &quot;\u201c<a href=\"https:\/\/worldvapersalliance.com\/da\/champions-of-change\/\">Forandringens mestre<\/a>\u201d&quot;af World Vapers&#039; Alliance for deres lederskab inden for reduktion af tobaksskader. Disse lande har bevist, at pragmatiske, evidensbaserede strategier \u2013 fokuseret p\u00e5 sikrere alternativer snarere end forbud \u2013 er den hurtigste og mest effektive m\u00e5de at reducere rygning p\u00e5. Men selvom de leverer resultater, er EU stadig t\u00f8vende med at f\u00f8lge dem og klamrer sig til for\u00e6ldede politikker, der svigter millioner af rygere. Vil Bruxelles endelig tage dem til efterretning?<\/strong><\/em><\/p>\n<p class=\"\">Mens EU-institutionerne stadig er fanget i debatter om forbud og straf, viser disse tre lande, hvad der virker: de tilbyder sikrere alternativer og giver voksne rygere mulighed for at skifte.<\/p>\n<ul class=\"\">\n<li><strong>Sverige<\/strong>\u00a0er p\u00e5 nippet til at blive det f\u00f8rste officielt r\u00f8gfri land i verden. Med en national rygerate p\u00e5 kun 5,4% \u2013 og kun 4,5% blandt svenskf\u00f8dte voksne \u2013 n\u00e5r det EU&#039;s 2040-m\u00e5l 16 \u00e5r f\u00f8r tidsplanen. Denne succes kom ikke fra forbud eller skr\u00e6mmetaktikker, men fra pragmatiske politikker, der st\u00f8tter snus, nikotinposer og vaping.<\/li>\n<li><strong>Tjekkiet<\/strong>\u00a0har medf\u00f8rt EU&#039;s st\u00f8rste fald i rygerater \u2013 en reduktion p\u00e5 23% mellem 2021 og 2024 \u2013 takket v\u00e6re en omfattende strategi centreret om skadesreduktion. Regeringen inkluderede denne tilgang i sin nationale strategi om afh\u00e6ngighed fra 2019-2027, regulerede e-cigaretter for at muligg\u00f8re fuld tilg\u00e6ngelighed af smagsvarianter og beskattede vaping og opvarmede tobaksvarer med betydeligt lavere satser end cigaretter. Under sit EU-formandskab i 2022 ledte Tjekkiet ogs\u00e5 indsatsen for at mods\u00e6tte sig restriktive forslag p\u00e5 EU-niveau og forts\u00e6tter med at g\u00f8re det gennem TRIS-notifikationsprocessen.<\/li>\n<li><strong>Gr\u00e6kenland<\/strong>, engang et af Europas mest rygende lande, har reduceret sin rygning med 14% mellem 2021 og 2024. Dette skift fulgte lanceringen af den nationale handlingsplan mod rygning i 2019, som gjorde skadesreduktion til en central s\u00f8jle. Planen blev forst\u00e6rket af en lov, der tillader videnskabeligt baserede sundhedsanprisninger for r\u00f8gfri produkter, og i 2023 godkendte Sundhedsministeriet budskaber om reduceret risiko for opvarmet tobak. Sammen skaber disse foranstaltninger reel forandring.<\/li>\n<\/ul>\n<p class=\"\"><strong>Men p\u00e5 trods af disse m\u00e5lbare resultater er EU stadig fanget i en forbudsorienteret tankegang. I stedet for at anerkende og gentage succesen med skadesreduktion forts\u00e6tter Bruxelles med at fokusere p\u00e5 smagsforbud, overdreven beskatning og vildledende offentlig kommunikation.<\/strong><\/p>\n<p class=\"\">Faren ved denne tilgang blev endnu tydeligere for blot f\u00e5 uger siden, da interne dokumenter om den kommende revision af tobaksafgiftsdirektivet (TED) blev l\u00e6kket. Konsekvensanalysen afsl\u00f8rede Kommissionens intention om at indf\u00f8re h\u00f8je minimumsafgifter p\u00e5 alle alternative nikotinprodukter \u2013 uanset risiko. Et s\u00e5dant skridt ville uforholdsm\u00e6ssigt skade EU&#039;s mest s\u00e5rbare befolkningsgrupper, is\u00e6r i lavindkomstlande, hvor rygerater stadig er h\u00f8jest. I stedet for at hj\u00e6lpe rygere med at holde op, ville det straffe dem, der har mest brug for sikrere alternativer.<\/p>\n<p class=\"\">Revisionen af tobaksvaredirektivet (TPD) truer ogs\u00e5 \u2013 b\u00e5de en risiko og en mulighed for EU til at \u00e6ndre kurs. Men i stedet for at bev\u00e6ge sig i retning af skadesreduktion g\u00e5r mange medlemsstater i den modsatte retning.\u00a0<strong>Frankrig<\/strong>\u00a0har annonceret et forbud mod nikotinposer.\u00a0<strong>Spanien<\/strong>\u00a0presser p\u00e5 for at forbyde smagsstoffer i b\u00e5de vaping- og nikotinposer, samtidig med at det foresl\u00e5r et de facto forbud mod poser ved at begr\u00e6nse nikotinindholdet til 0,99 mg pr. pose. Smagsforbud er allerede vedtaget eller er under diskussion i\u00a0<strong>Danmark, Estland, Finland, Ungarn, Letland, Litauen, Holland,\u00a0<\/strong>og\u00a0<strong>Slovenien<\/strong>. I\u00a0<strong>Belgien<\/strong>, engangsdampere er nu forbudt. Denne b\u00f8lge af forbudspolitikker truer med at opl\u00f8se de fremskridt, der er gjort i lande som Sverige, Tjekkiet og Gr\u00e6kenland \u2013 og risikerer at presse millioner af rygere tilbage til cigaretter eller ind p\u00e5 illegale markeder.<\/p>\n<p class=\"\">EU har ikke r\u00e5d til at lade ideologi og misinformation forme den n\u00e6ste generation af tobakspolitik. Den skal anerkende forbrugernes levede erfaringer og de succeshistorier, der allerede udfolder sig i hele Europa. Millioner af liv st\u00e5r p\u00e5 spil, og med den nuv\u00e6rende kurs forventes EU at misse sit r\u00f8gfrihedsm\u00e5l i 2040 med mere end et halvt \u00e5rhundrede \u2013 og ikke n\u00e5 det f\u00f8r 2100. Omkostningerne vil blive m\u00e5lt i un\u00f8dvendigt tabte liv.<\/p>\n<p class=\"\">Sverige, Tjekkiet og Gr\u00e6kenland har bevist, at n\u00e5r regeringer s\u00e6tter videnskab og forbrugernes valg f\u00f8rst, falder rygning. EU skal beslutte, om de vil forblive fastl\u00e5ste i en fejlende model \u2013 eller endelig f\u00f8lge sine fork\u00e6mpere og st\u00f8tte det, der virker.<\/p>\n<p class=\"\">Trof\u00e6et, der blev uddelt i denne uge, var mere end symbolsk. Det var en p\u00e5mindelse om, at Europa allerede har den vindende strategi i sine h\u00e6nder.
