I stedet afsl\u00f8rer den m\u00e5de, dagsordenen er udformet p\u00e5, en farligt forudindtaget og ideologisk drevet retning for de kommende forhandlinger.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Punkt 4.5 lyder:\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c&quot;Implementering af foranstaltninger til at forebygge og reducere tobaksforbrug, nikotinafh\u00e6ngighed og eksponering for tobaksr\u00f8g, og beskyttelse af s\u00e5danne foranstaltninger mod tobaksindustriens kommercielle og andre s\u00e6rinteresser i lyset af tobaksindustriens fort\u00e6lling om &#039;skadesreduktion&#039;.&quot;\u2018<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Denne formulering er ikke neutral. Ved at omtale skadesreduktion som en del af &quot;tobaksindustriens fort\u00e6lling&quot;, med anf\u00f8rselstegn, der s\u00e5r tvivl om dens legitimitet, pr\u00e6framerer FCTC-sekretariatet hele diskussionen som defensiv og kontradiktorisk. Det antyder, at skadesreduktion i sig selv er en vildledende strategi snarere end et bredt anerkendt og effektivt folkesundhedsprincip, der underst\u00f8ttes af voksende evidens og implementeres med succes i lande som Sverige, Storbritannien, New Zealand og Japan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Endnu mere bekymrende er det, at dagsordenspunktet er baseret p\u00e5 artikel 5.2(b) i FCTC som sit juridiske grundlag \u2013 en artikel, der ikke <\/span><b>ikke<\/b><span style=\"font-weight: 400;\"> n\u00e6vner overhovedet skadesreduktion. Dermed omg\u00e5r sekretariatet konventionens egen definition af tobakskontrol i artikel 1, litra d), som eksplicit omfatter skadesreduktion. Dette fremst\u00e5r som et bevidst fors\u00f8g p\u00e5 at marginalisere b\u00e5de konceptet og dets globale st\u00f8tter og \u00e5bner potentielt d\u00f8ren for procedurem\u00e6ssige man\u00f8vrer, der har til form\u00e5l at bringe tobakskontrol til tavshed eller sidestille den p\u00e5 COP11.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Det er heller ingen hemmelighed, at artikel 5.2(b) tidligere er blevet misbrugt til at bringe nye nikotinprodukter \u2013 som vaping og poser \u2013 ind under samme restriktive ramme som br\u00e6ndbar tobak. Dette har gentagne gange resulteret i forbudsorienterede politiske forslag, p\u00e5 trods af stigende global dokumentation for, at produkter med reduceret risiko med succes hj\u00e6lper folk med at holde op med at ryge.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Formuleringen af 4.5 ignorerer ogs\u00e5 den tilsyneladende mangfoldighed af synspunkter blandt partsdelegationerne. P\u00e5 COP10 fremsatte adskillige parter - herunder New Zealand, Filippinerne, Armenien, Saint Kitts og Nevis, Guyana og endda Australien - konstruktive, evidensbaserede kommentarer, der st\u00f8ttede eller unders\u00f8gte potentialet for skadesreduktion. Flere, herunder Saint Kitts og Nevis, foreslog endda en arbejdsgruppe dedikeret til THR.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dette forslag mangler p\u00e5faldende p\u00e5 dagsordenen. Dets frav\u00e6r, p\u00e5 trods af at det er indgivet i henhold til regel 7(g), som giver parterne mulighed for at foresl\u00e5 punkter, giver anledning til alvorlig bekymring om gennemsigtighed. I stedet for at behandle skadesreduktion som et ondsindet kneb fra industriens side, b\u00f8r det globale samfund bruge COP11 til at unders\u00f8ge, hvordan en bred vifte af l\u00f8sninger \u2013 herunder sikrere nikotinprodukter \u2013 kan bidrage til at reducere rygerelaterede sygdomme og d\u00f8dsfald.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hvis FCTC \u00f8nsker at genvinde sin trov\u00e6rdighed og v\u00e6re en effektiv rettesnor inden for global tobakskontrol, skal diskussionen p\u00e5 COP11 omformuleres.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Beviser skal ikke st\u00e5 i anf\u00f8rselstegn.
