EU har i overensstemmelse med WHO&#039;s eksempel sat bek\u00e6mpelse af rygning og rygningsudl\u00f8ste sygdomme som en af sine prioriteter. Men p\u00e5 trods af sin holdning mod cigaretter giver EU&#039;s handlinger anledning til alvorlig bekymring. En distanceret tilgang til skadesreduktion og en manglende evne til at anerkende \u00e5benlyse fejl pr\u00e6ger institutionens nuv\u00e6rende holdning til rygning.<\/p>\n<p>I de seneste par \u00e5r har EU fors\u00f8gt at bek\u00e6mpe tobak gennem EU&#039;s plan mod kr\u00e6ft, derefter gennem fors\u00f8g p\u00e5 at revidere tobaksdirektivet og ved at regulere tobaksafgifter gennem punktafgiftsdirektivet, som i sidste ende ikke har set dagens lys. Alligevel synes EU hver gang at k\u00e6mpe med at forst\u00e5 den virkelige fjende.<\/p>\n<p>Idet EU vedtager sin holdning til WHO&#039;s FCTC 10. partskonference (COP10) i Panama i november, s\u00e6ttes skadesreduktionen i endnu st\u00f8rre fare. Efter WHO&#039;s kamp mod tobak hilser EU en endnu strengere regulering af e-cigaretter og st\u00f8tteprodukter s\u00e5som smagsstoffer og engangsprodukter velkommen. Dette rejser et sp\u00f8rgsm\u00e5l,<strong> <em>Hvis EU er fast besluttet p\u00e5 at bek\u00e6mpe rygning, hvorfor s\u00e5 i stedet afskaffe skadesreduktion?<\/em><\/strong><\/p>\n<p>FCTC fungerer som hj\u00f8rnestenen i global tobakskontrol. Denne traktat, der blev vedtaget i 2003 og tr\u00e5dte i kraft i 2005, har til form\u00e5l at tilbyde en kollektiv reaktion p\u00e5 rygeepidemien med det form\u00e5l at reducere b\u00e5de eftersp\u00f8rgslen og udbuddet af tobak og nikotinprodukter. Med ovenst\u00e5ende i tankerne, hvad tilbyder COP10? Et bekymrende blik p\u00e5 de seneste <a href=\"https:\/\/www.who.int\/groups\/who-study-group-on-tobacco-product-regulation\">TobReg-rapporter<\/a> afsl\u00f8rer anbefalinger, der er klar til at forringe de globale rygestopindsatser yderligere. Fra at sidestille sikrere nikotinprodukter med traditionelle cigaretter til at forbyde vaping-smagsvarianter og \u00f8ge afgifterne p\u00e5 rygealternativer, virker de foresl\u00e5ede foranstaltninger i bedste fald kontraintuitive.<\/p>\n<p>Vedtagelsen af s\u00e5danne foranstaltninger vil utvivlsomt h\u00e6mme, hvis ikke vende, de fremskridt, der er gjort af nationer, der har v\u00e6ret progressive i deres tilgang til nikotinalternativer. For eksempel \u00f8ger smagsstoffer i vapingprodukter sandsynligheden for at holde op med at ryge med en <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/32501490\/\">bem\u00e6rkelsesv\u00e6rdig 230%<\/a>. At begr\u00e6nse eller forbyde disse vil utvivlsomt skubbe enkeltpersoner tilbage til konventionel rygning eller det risikable sorte marked. I tilf\u00e6lde af EU&#039;s bestr\u00e6belser p\u00e5 at begr\u00e6nse rygning, kunne EU ikke se l\u00e6ngere end til sit eget Sverige, som ikke kun er p\u00e5 vej til at blive <strong>det f\u00f8rste r\u00f8gfri land i verden<\/strong> takket v\u00e6re sin ubestridelige st\u00f8tte til vaping, snus og senest nikotinposer. Sverige forts\u00e6tter ogs\u00e5 med at k\u00e6mpe i kampen mod rygning ved at h\u00e6ve cigaretafgiften, samtidig med at afgiften p\u00e5 snus s\u00e6nkes inden 20%.<\/p>\n<p>Faktisk er Sveriges <a href=\"https:\/\/www.brusselsreport.eu\/2023\/05\/31\/the-eu-should-rethink-its-anti-smoking-policies-adopting-the-swedish-model-instead\/\">succes<\/a> kan forklares med to ord \u2014 skadesreduktion. Sverige har vedtaget en fremsynet tilgang til at reducere rygning ved at inkorporere skadesreduktionsstrategier, s\u00e5som at st\u00f8tte nikotinprodukter, s\u00e5som vaping eller nikotinposer, og anvende risikobaserede <a href=\"https:\/\/www.regeringen.se\/pressmeddelanden\/2023\/09\/sankt-skatt-pa-snus\/\">beskatning<\/a> p\u00e5 produkter som snus.<\/p>\n<p>Beklagerligt nok ser det ud til, at EU, og for den sags skyld WHO, afviser denne pr\u00e6station, m\u00e5ske p\u00e5 grund af de ukonventionelle metoder, Sverige anvendte. I stedet for restriktive foranstaltninger, som WHO anbefaler, omfavnede Sverige forbrugervenlige, risikobaserede reguleringer frem for forbud. I en forvirrende kontrast roser WHO <a href=\"https:\/\/www.who.int\/turkmenistan\/news\/item\/12-07-2023-turkmen-youth-advocate-for-tobacco-free-country\">Turkmenistan<\/a> \u2014 p\u00e5 trods af sit berygtede ry som et af verdens mest undertrykkende diktaturer \u2014 at indtage &quot;en f\u00f8rende position inden for tobakskontrol og -forebyggelse&quot;. Dette paradoks er ikke bare forbl\u00f8ffende; det gr\u00e6nser til det umenneskelige og nedladende. Man ville forvente et h\u00f8jlydt ramaskrig mod s\u00e5danne modstridende holdninger fra andre WHO-medlemslande og medierne. Men reaktionen? En foruroligende tavshed. Det er foruroligende, at det internationale samfund synes up\u00e5virket af WHO&#039;s \u00e5benlyse fejltrin, is\u00e6r n\u00e5r organisationen vender det blinde \u00f8je til triumferne fra fremsynede nationer som Sverige.<\/p>\n<p>Det er p\u00e5 h\u00f8je tid, at EU tager udgangspunkt i sin egen succeshistorie i Sverige. Sverige viste os, at vi for at bek\u00e6mpe rygning ikke beh\u00f8ver at overregulere, bare regulere smartere. Da nyheden om den spektakul\u00e6re svenske succes br\u00f8d ud, kunne EU have taget lederskab og arbejdet sammen med medlemsstaterne om at udvikle smarte, risikobaserede tilgange for hvert land. I stedet? Kommissionen vil tilslutte sig partskonferencen uden hverken innovation, lederskab eller succes, for den sags skyld.<\/p>\n<p><strong>At forts\u00e6tte i en krig mod sikrere nikotinalternativer er ikke bare skadeligt \u2013 det er fatalt. Skadesreduktion er ikke blot et slagord; det er en livreddende strategi, der fortjener global st\u00f8tte.
