Bude Rada\u2026"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Debata o tom, jak by m\u011bla EU zdanit nikotinov\u00e9 v\u00fdrobky, nabrala na obr\u00e1tk\u00e1ch. <\/span><a href=\"https:\/\/www.eesc.europa.eu\/en\/our-work\/opinions-information-reports\/opinions\/revision-tobacco-taxation-directive\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">n\u00e1vrh stanoviska<\/span><\/a><span style=\"font-weight: 400;\"> V souvislosti s reviz\u00ed sm\u011brnice o zdan\u011bn\u00ed tab\u00e1ku (TED) se Evropsk\u00fd hospod\u00e1\u0159sk\u00fd a soci\u00e1ln\u00ed v\u00fdbor (EHSV) vyslovil ve prosp\u011bch p\u0159\u00edstupu zalo\u017een\u00e9ho na riziku \u2013 a na t\u00e9to \u00farovni tak poprv\u00e9 v historii fakticky schv\u00e1lil z\u00e1sadu \u201cm\u00e9n\u011b \u0161kody, m\u00e9n\u011b dan\u00ed\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pro ka\u017ed\u00e9ho, komu z\u00e1le\u017e\u00ed na sni\u017eov\u00e1n\u00ed \u0161kod zp\u016fsoben\u00fdch tab\u00e1kem, je to velmi d\u016fle\u017eit\u00e9.<\/span><\/p>\n<p><b>Co EHSV vlastn\u011b \u0159\u00edk\u00e1<\/b><\/p>\n<p><span style=\"font-weight: 400;\">EHSV ve sv\u00e9m n\u00e1vrhu vyz\u00fdv\u00e1 EU, aby se odklonila od univerz\u00e1ln\u00edho modelu a v\u00fdslovn\u011b propojuje da\u0148ov\u00e9 sazby s rozd\u00edly v \u0161kodlivosti mezi v\u00fdrobky. Kdy\u017e zv\u00fd\u0161en\u00ed dan\u00ed u\u010din\u00ed leg\u00e1ln\u00ed cigarety nedostupn\u00fdmi, ani\u017e by nab\u00eddlo realistick\u00e9 alternativy, jsou spot\u0159ebitel\u00e9 tla\u010deni na neleg\u00e1ln\u00ed trh, m\u00edsto aby se od kou\u0159en\u00ed odvr\u00e1tili. To znamen\u00e1 men\u0161\u00ed kontrolu nad v\u00fdrobky, men\u0161\u00ed da\u0148ov\u00e9 p\u0159\u00edjmy pro vl\u00e1dy a \u017e\u00e1dn\u00fd skute\u010dn\u00fd p\u0159\u00ednos pro ve\u0159ejn\u00e9 zdrav\u00ed. Nikdo nevyhraje.<\/span><\/p>\n<p><b>Vz\u00e1cn\u00e9 uzn\u00e1n\u00ed sni\u017eov\u00e1n\u00ed \u0161kod<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Podporou modelu zalo\u017een\u00e9ho na riziku d\u011bl\u00e1 EHSV n\u011bco, k \u010demu se org\u00e1ny EU \u010dasto zdr\u00e1haj\u00ed otev\u0159en\u011b p\u0159istupovat: uzn\u00e1v\u00e1 logiku sni\u017eov\u00e1n\u00ed \u0161kod.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Stanovisko uzn\u00e1v\u00e1, \u017ee ne v\u0161echny nikotinov\u00e9 v\u00fdrobky nesou stejn\u00e9 riziko a \u017ee by to m\u011bla politika odr\u00e1\u017eet. Pokud je c\u00edlem omezit kou\u0159en\u00ed, pak mus\u00ed dan\u011b ku\u0159\u00e1k\u016fm pomoci odklonit se od spalov\u00e1n\u00ed, nikoli blokovat v\u0161echny v\u00fdchody.
