Loty\u0161sk\u00fd \u010dlen EHSV Andris Gobi\u0146\u0161 si zvolil \u00fapln\u00fd konec dlouh\u00e9ho procesu pro sta\u017een\u00ed 24 pozm\u011b\u0148ovac\u00edch n\u00e1vrh\u016f, kter\u00e9 by n\u00e1vrh zbavily jak\u00e9hokoli ekonomick\u00e9ho realismu a realismu v oblasti sni\u017eov\u00e1n\u00ed \u0161kod.<\/span><\/p>\n

Na\u010dasov\u00e1n\u00ed vyvol\u00e1v\u00e1 z\u00e1sadn\u00ed ot\u00e1zku: Jde o skute\u010dn\u00e9 pozdn\u00ed zjeven\u00ed, nebo o koordinovanou strategii, jak se vyhnout smyslupln\u00e9 debat\u011b?<\/span><\/p>\n

N\u00e1roky na 80% v draftu, ani\u017e bychom \u201cnic v\u011bd\u011bli\u201d<\/b><\/h4>\n

Nejv\u00fdrazn\u011bj\u0161\u00edm aspektem Gobi\u0146\u0161ova z\u00e1sahu je rozpor v jeho vlastn\u00edm postaven\u00ed. Gobi\u0146\u0161 \u00fadajn\u011b tvrdil, \u017ee m\u00e1 jen m\u00e1lo specializovan\u00fdch znalost\u00ed o slo\u017eit\u00fdch fisk\u00e1ln\u00edch ot\u00e1zk\u00e1ch a sni\u017eov\u00e1n\u00ed \u0161kod. Navzdory tomuto samozvan\u00e9mu nedostatku odborn\u00fdch znalost\u00ed v\u0161ak navrhl zm\u011bnu paragrafu 80% n\u00e1vrhu.<\/span><\/p>\n

Tyto zm\u011bny by systematicky odstranily obavy ohledn\u011b proporcionality a ekonomick\u00e9 udr\u017eitelnosti da\u0148ov\u00e9 reformy (obavy, kter\u00e9 ji\u017e vzneslo n\u011bkolik \u010dlensk\u00fdch st\u00e1t\u016f a v mnoha p\u0159\u00edpadech je Rada ji\u017e zam\u00edtla). M\u00edsto toho by zavedly vy\u0161\u0161\u00ed ceny v\u0161ech produkt\u016f a ignorovaly varov\u00e1n\u00ed p\u0159ed prudce rostouc\u00edm neleg\u00e1ln\u00edm obchodem v regionech, jako je Loty\u0161sko, a jednodu\u0161e by se \u0159\u00eddily \u201cjasn\u00fdmi pokyny\u201d Evropsk\u00e9 komise. Jde o byrokratick\u00fd man\u00e9vr, kter\u00fd ignoruje rostouc\u00ed po\u017e\u00e1r, proto\u017ee manu\u00e1l \u0159\u00edk\u00e1, \u017ee je v\u0161e v po\u0159\u00e1dku.<\/span><\/p>\n

Strategie k vykolejen\u00ed?<\/b><\/h4>\n

Pro\u010d \u010dekat s tak z\u00e1sadn\u00edmi zm\u011bnami a\u017e na z\u00e1v\u011bre\u010dn\u00e9 zased\u00e1n\u00ed? V politice EU je toto \u201cupu\u0161t\u011bn\u00ed na posledn\u00ed chv\u00edli\u201d klasickou taktikou, jak zabr\u00e1nit z\u00fa\u010dastn\u011bn\u00fdm stran\u00e1m v tom, aby m\u011bly \u010das na anal\u00fdzu nebo vznesen\u00ed n\u00e1mitek. V dob\u011b, kdy bylo t\u011bchto 24 n\u00e1vrh\u016f p\u0159edlo\u017eeno, se okno pro vyv\u00e1\u017eenou diskusi fakticky zav\u0159elo (hlasov\u00e1n\u00ed se bude konat dnes, 18. \u00fanora).<\/span><\/p>\n

Evropsk\u00e1 komise a s n\u00ed spojen\u00e9 nevl\u00e1dn\u00ed organizace se m\u011bs\u00edce sna\u017eily naru\u0161it demokratick\u00fd proces \u00fatokem na hlas ve\u0159ejnosti.
