Konference m\u011bla p\u016fvodn\u011b pos\u00edlit glob\u00e1ln\u00ed boj proti kou\u0159en\u00ed, ale to, co se nakonec odehr\u00e1lo, odhalilo rostouc\u00ed trhliny v prohibi\u010dn\u00ed agend\u011b WHO a jasn\u00e9 zn\u00e1mky rostouc\u00edho odporu po cel\u00e9m sv\u011bt\u011b v\u016f\u010di tomu, co mnoho vl\u00e1d nyn\u00ed pova\u017euje za p\u0159ekro\u010den\u00ed institucion\u00e1ln\u00edch pravomoc\u00ed.<\/p>\n<div class=\"code-block code-block-2\"><\/div>\n<p>B\u011bhem cel\u00e9 konference WHO a jej\u00ed s\u00ed\u0165 s n\u00ed spojen\u00fdch nevl\u00e1dn\u00edch organizac\u00ed agresivn\u011b prosazovaly zaveden\u00ed\u00a0<a href=\"https:\/\/storage.googleapis.com\/who-fctc-cop11-source\/Main%20documents\/fctc-cop11-5-en.pdf\">opat\u0159en\u00ed<\/a>\u00a0jako jsou z\u00e1kazy p\u0159\u00edchut\u00ed elektronick\u00fdch cigaret, p\u0159\u00edsn\u00e9 limity nikotinu a rozs\u00e1hl\u00e1 omezen\u00ed nov\u011bj\u0161\u00edch produkt\u016f, jako jsou nikotinov\u00e9 s\u00e1\u010dky. Navzdory rostouc\u00edmu mno\u017estv\u00ed d\u016fkaz\u016f\u00a0<a href=\"https:\/\/worldvapersalliance.com\/cs\/harm-reduction-vaping-fact-sheet\/\">zobrazeno<\/a>\u00a0\u017ee tyto alternativy pom\u00e1haj\u00ed ku\u0159\u00e1k\u016fm p\u0159estat kou\u0159it a podstatn\u011b sni\u017euj\u00ed zdravotn\u00ed rizika, byl p\u0159\u00edstup WHO \u0161iroce vn\u00edm\u00e1n jako ideologick\u00fd, up\u0159ednost\u0148uj\u00edc\u00ed p\u0159\u00edsn\u00e9 z\u00e1kazy p\u0159ed nov\u011b vznikaj\u00edc\u00edm v\u011bdeck\u00fdm konsensem.\u00a0<a href=\"https:\/\/www.rcp.ac.uk\/policy-and-campaigns\/policy-documents\/e-cigarettes-and-harm-reduction-an-evidence-review\/\">Kr\u00e1lovsk\u00e1 l\u00e9ka\u0159sk\u00e1 fakulta<\/a>\u00a0potvrdilo, \u017ee vapov\u00e1n\u00ed je podstatn\u011b m\u00e9n\u011b \u0161kodliv\u00e9 ne\u017e kou\u0159en\u00ed a\u00a0<a href=\"https:\/\/www.rcp.ac.uk\/policy-and-campaigns\/policy-documents\/e-cigarettes-and-harm-reduction-an-evidence-review\/\">Cochrane Reviews<\/a>\u00a0zjistili, \u017ee to m\u016f\u017ee b\u00fdt \u00fa\u010dinn\u00fd n\u00e1stroj pro odvyk\u00e1n\u00ed kou\u0159en\u00ed.<\/p>\n<div class=\"code-block code-block-1\"><\/div>\n<p>Odpor v\u016f\u010di nekompromisn\u00edmu p\u0159\u00edstupu, kter\u00fd prosazovalo veden\u00ed COP11, se s postupem t\u00fddne stup\u0148oval. \u0158ada zem\u00ed, st\u00e1le v\u00edce frustrovan\u00fdch na\u0159\u00edzen\u00edmi shora dol\u016f, odm\u00edtla podpo\u0159it z\u00e1vazn\u00e1 omezen\u00ed. M\u00edsto toho n\u011bkolik delegac\u00ed prosazovalo flexibiln\u011bj\u0161\u00ed, v\u011bdecky podlo\u017een\u00e9 r\u00e1mce, kter\u00e9 respektuj\u00ed n\u00e1rodn\u00ed okolnosti a volbu spot\u0159ebitel\u016f. Nov\u00fd Z\u00e9land se stal nejjasn\u011bj\u0161\u00edm p\u0159\u00edkladem tohoto kontrastu. Zem\u011b prosazuje agresivn\u00ed strategii sni\u017eov\u00e1n\u00ed \u0161kod t\u00edm, \u017ee povzbuzuje ku\u0159\u00e1ky k p\u0159echodu na vapov\u00e1n\u00ed, a dos\u00e1hla jednoho z nejrychlej\u0161\u00edch pokles\u016f m\u00edry kou\u0159en\u00ed na sv\u011bt\u011b. Nov\u00fd Z\u00e9land v\u0161ak nebyl b\u011bhem konference ve\u0159ejn\u011b vyzdvihov\u00e1n a dostal n\u00e1lepku tzv. \u201c\u0161pinav\u00e9ho popeln\u00edku\u201d, co\u017e odhalilo p\u0159etrv\u00e1vaj\u00edc\u00ed institucion\u00e1ln\u00ed nep\u0159\u00e1telstv\u00ed v\u016f\u010di sni\u017eov\u00e1n\u00ed \u0161kod v r\u00e1mci byrokratick\u00e9 kultury WHO.<\/p>\n<p>S prohlubov\u00e1n\u00edm rozpor\u016f se udr\u017eov\u00e1n\u00ed zd\u00e1n\u00ed konsensu st\u00e1valo st\u00e1le obt\u00ed\u017en\u011bj\u0161\u00edm. V reakci na to WHO \u010delila tlaku rostouc\u00edho bloku \u010dlensk\u00fdch st\u00e1t\u016f, aby zm\u00edrnila sv\u00e9 p\u016fvodn\u00ed n\u00e1vrhy. Povinn\u00e1 opat\u0159en\u00ed byla ti\u0161e nahrazena dobrovoln\u00fdmi, nez\u00e1vazn\u00fdmi pokyny, co\u017e byla \u00faprava, jej\u00edm\u017e c\u00edlem bylo zabr\u00e1nit otev\u0159en\u00e9mu rozkolu a zachovat k\u0159ehkou diplomatickou rovnov\u00e1hu konference.<\/p>\n<p>Za zm\u00ednku tak\u00e9 stoj\u00ed, \u017ee Spojen\u00e9 st\u00e1ty nejsou smluvn\u00ed stranou R\u00e1mcov\u00e9 \u00famluvy o kontrole tab\u00e1ku a form\u00e1ln\u011b ukon\u010dily sv\u00e9 \u010dlenstv\u00ed ve WHO. USA sice nehr\u00e1ly \u017e\u00e1dnou p\u0159\u00edmou roli v jedn\u00e1n\u00edch COP11, ale jejich absence se projevila v \u0161ir\u0161\u00ed skepsi ohledn\u011b d\u016fv\u011bryhodnosti organizace a ochoty respektovat kulturn\u00ed, politick\u00e9 a n\u00e1rodn\u00ed rozd\u00edly mezi jej\u00edmi zb\u00fdvaj\u00edc\u00edmi \u010dleny.<\/p>\n<p>N\u011bkolik zem\u00ed, v\u010detn\u011b Alb\u00e1nie, Severn\u00ed Makedonie, Srbska, Nov\u00e9ho Z\u00e9landu, Gambie, Mosambiku a Svat\u00e9ho Kry\u0161tofa a Nevisu, otev\u0159en\u011b vyj\u00e1d\u0159ilo podporu sni\u017eov\u00e1n\u00ed \u0161kod zp\u016fsoben\u00fdch tab\u00e1kem a regula\u010dn\u00edm p\u0159\u00edstup\u016fm zalo\u017een\u00fdm na d\u016fkazech. Z\u00e1rove\u0148 \u0159ada vlivn\u00fdch st\u00e1t\u016f, zejm\u00e9na Braz\u00edlie, Indie a D\u00e1nsko, z\u016fstala odd\u00e1na tradi\u010dn\u00edm restriktivn\u00edm model\u016fm, co\u017e zd\u016fraz\u0148ovalo st\u00e1le viditeln\u011bj\u0161\u00ed glob\u00e1ln\u00ed propast.<\/p>\n<p>D\u016fkazy z re\u00e1ln\u00e9ho sv\u011bta st\u00e1le p\u0159ib\u00fdvaj\u00ed. \u0160v\u00e9dsk\u00e9\u00a0<a href=\"https:\/\/smokefreesweden.org\/2025\/03\/25\/policysmoke-free\/\">t\u00e9m\u011b\u0159 vym\u00fdcen\u00ed kou\u0159en\u00ed<\/a>\u00a0d\u00edky \u0161irok\u00e9mu p\u0159ijet\u00ed bezd\u00fdmn\u00fdch alternativ spolu s novoz\u00e9landsk\u00fdm\u00a0<a href=\"https:\/\/www.beehive.govt.nz\/release\/smoking-rate-reduces-68-cent\">prudk\u00fd pokles kou\u0159en\u00ed<\/a>\u00a0po p\u0159ijet\u00ed vapingu p\u0159edstavuj\u00ed hmatateln\u00e9 p\u0159\u00edklady toho, \u010deho lze dos\u00e1hnout \u00fa\u010dinn\u00fdm sni\u017eov\u00e1n\u00edm \u0161kod. Jin\u00e9 zem\u011b s historicky vysokou m\u00edrou kou\u0159en\u00ed za\u010daly brzy po p\u0159ijet\u00ed podobn\u00fdch strategi\u00ed zaznamen\u00e1vat m\u011b\u0159iteln\u00fd pokrok.<\/p>\n<p><a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Champions-of-Change-Harm-Reduction-Victory.pdf\">\u0158ecko<\/a>\u00a0u\u010dinila ze sni\u017eov\u00e1n\u00ed \u0161kod \u00fast\u0159edn\u00ed pil\u00ed\u0159 sv\u00e9ho N\u00e1rodn\u00edho ak\u010dn\u00edho pl\u00e1nu proti kou\u0159en\u00ed, schv\u00e1lila v\u011bdecky podlo\u017een\u00e1 zdravotn\u00ed tvrzen\u00ed pro zah\u0159\u00edvan\u00e9 tab\u00e1kov\u00e9 v\u00fdrobky a zaznamenala pokles prevalence kou\u0159en\u00ed ze 42 procent na 36 procent mezi lety 2021 a 2024, co\u017e p\u0159edstavuje 14% sn\u00ed\u017een\u00ed za pouh\u00e9 t\u0159i roky. Pot\u00e9\u00a0<a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Champions-of-Change-Harm-Reduction-Victory.pdf\">\u010cesko<\/a>\u00a0Za\u010dlen\u011bn\u00edm princip\u016f sni\u017eov\u00e1n\u00ed \u0161kod do sv\u00e9 n\u00e1rodn\u00ed strategie boje proti z\u00e1vislostem se zem\u011b stala l\u00eddrem v EU v oblasti sni\u017eov\u00e1n\u00ed kou\u0159en\u00ed a ve stejn\u00e9m obdob\u00ed dos\u00e1hla 23procentn\u00edho poklesu.<\/p>\n<p>Vzhledem k tomu, \u017ee tyto n\u00e1rodn\u00ed experimenty nad\u00e1le p\u0159itahuj\u00ed pozornost, r\u00e1mec WHO zalo\u017een\u00fd na prohibic\u00edch se st\u00e1le v\u00edce jev\u00ed jako odtr\u017een\u00fd od empirick\u00e9 reality. To, co je institucion\u00e1ln\u011b koncipov\u00e1no jako discipl\u00edna ve\u0159ejn\u00e9ho zdrav\u00ed, je kritiky st\u00e1le \u010dast\u011bji popisov\u00e1no jako drakonick\u00e9 a odta\u017eit\u00e9, sp\u00ed\u0161e odr\u00e1\u017eej\u00edc\u00ed doktrin\u00e1ln\u00ed my\u0161len\u00ed ne\u017e modern\u00ed pragmatismus ve\u0159ejn\u00e9ho zdrav\u00ed.<\/p>\n<p>COP11 byl p\u016fvodn\u011b koncipov\u00e1n tak, aby se konal za zav\u0159en\u00fdmi dve\u0159mi, s omezenou \u00fa\u010dast\u00ed spot\u0159ebitelsk\u00fdch skupin a nez\u00e1visl\u00fdch odborn\u00edk\u016f na ve\u0159ejn\u00e9 zdrav\u00ed, kte\u0159\u00ed podporuj\u00ed sni\u017eov\u00e1n\u00ed \u0161kod. Tento model v pr\u016fb\u011bhu t\u00fddne oslabil. Nesouhlasn\u00e9 vl\u00e1dy a akt\u00e9\u0159i ob\u010dansk\u00e9 spole\u010dnosti \u00fasp\u011b\u0161n\u011b prosazovali v\u011bt\u0161\u00ed transparentnost a \u0161ir\u0161\u00ed za\u010dlen\u011bn\u00ed, \u010d\u00edm\u017e prolomili to, co dlouho slou\u017eilo jako organiza\u010dn\u00ed ozv\u011bnov\u00e1 komora.<\/p>\n<p>Konference za\u010dala v\u00fdzvami WHO k povinn\u00fdm z\u00e1kaz\u016fm a p\u0159\u00edsn\u00fdm, harmonizovan\u00fdm pravidl\u016fm. Z\u00e1v\u011brem byla p\u0159ijata dobrovoln\u00e1, progresivn\u00ed doporu\u010den\u00ed, kter\u00e1 v\u0161ak nedos\u00e1hla p\u016fvodn\u00edch ambic\u00ed. A\u010dkoli je tato zm\u011bna nen\u00e1padn\u00e1, p\u0159edstavuje v\u00fdznamn\u00fd sign\u00e1l, \u017ee nekompromisn\u00ed p\u0159\u00edstup organizace ztr\u00e1c\u00ed institucion\u00e1ln\u00ed dynamiku.<\/p>\n<p>Pokud bude WHO i nad\u00e1le ignorovat rostouc\u00ed v\u011bdeck\u00e9 d\u016fkazy a rozmanitou realitu sv\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f, riskuje, \u017ee se ocitne na vedlej\u0161\u00ed koleji pr\u00e1v\u011b v politick\u00fdch debat\u00e1ch, k jejich\u017e veden\u00ed byla vytvo\u0159ena.\u00a0<a href=\"https:\/\/www.brusselsreport.eu\/2025\/11\/20\/a-moment-of-reckoning-for-the-who\/\">praskliny<\/a>\u00a0Rozpory v dominanci zast\u00e1nc\u016f tvrd\u00e9 linie od nikotinu ji\u017e nejsou jen teoretick\u00e9.
