R\u00e1mcov\u00e1 \u00famluva WHO o kontrole tab\u00e1ku (FCTC) si klade za c\u00edl chr\u00e1nit zdrav\u00ed sni\u017eov\u00e1n\u00edm \u0161kodliv\u00fdch \u00fa\u010dink\u016f kou\u0159en\u00ed. Konference smluvn\u00edch stran (COP11) by m\u011bla stanovit glob\u00e1ln\u00ed politiku v oblasti tab\u00e1ku zalo\u017eenou na d\u016fkazech a sni\u017eov\u00e1n\u00ed \u0161kodliv\u00fdch \u00fa\u010dink\u016f. COP11 v\u0161ak odhaluje probl\u00e9my, kter\u00e9 ohro\u017euj\u00ed jej\u00ed c\u00edle, a ignoruje to, co funguje na sn\u00ed\u017een\u00ed \u0161kodliv\u00fdch \u00fa\u010dink\u016f kou\u0159en\u00ed.<\/span><\/p>\n

    Sni\u017eov\u00e1n\u00ed \u0161kod je jasn\u011b definov\u00e1no v \u010dl\u00e1nku 1(d) FCTC, p\u0159esto je na COP11 pova\u017eov\u00e1no za taktiku tab\u00e1kov\u00e9ho pr\u016fmyslu. M\u00edsto podpory alternativ zalo\u017een\u00fdch na d\u016fkazech, jako jsou elektronick\u00e9 cigarety a nikotinov\u00e9 s\u00e1\u010dky, sekretari\u00e1t a mnoho nevl\u00e1dn\u00edch organizac\u00ed pop\u00edraj\u00ed legitimitu sni\u017eov\u00e1n\u00ed \u0161kod a blokuj\u00ed diskusi.<\/span><\/p>\n

      Diskuse o sni\u017eov\u00e1n\u00ed \u0161kod jsou soust\u0159ed\u011bny pod bodem programu 4.5, kter\u00fd se zab\u00fdv\u00e1 implementac\u00ed \u010dl\u00e1nku 5.2(b) R\u00e1mcov\u00e9 \u00famluvy o tab\u00e1ku (FCTC). Tento \u010dl\u00e1nek se zam\u011b\u0159uje na to, jak by m\u011bly vl\u00e1dy organizovat svou n\u00e1rodn\u00ed infrastrukturu pro kontrolu tab\u00e1ku, a je p\u0159ev\u00e1\u017en\u011b administrativn\u00ed povahy, p\u0159i\u010dem\u017e sni\u017eov\u00e1n\u00ed \u0161kod se v\u016fbec nezmi\u0148uje. T\u00edm se sekretari\u00e1t vyhnul odkazu na \u010dl\u00e1nek 1(d), kde je sni\u017eov\u00e1n\u00ed \u0161kod v\u00fdslovn\u011b uzn\u00e1v\u00e1no jako jeden ze t\u0159\u00ed pil\u00ed\u0159\u016f smlouvy. Toto pr\u00e1vn\u00ed r\u00e1mce umo\u017e\u0148uje COP11 odsunout sni\u017eov\u00e1n\u00ed \u0161kod stranou od debaty zalo\u017een\u00e9 na d\u016fkazech.<\/span><\/p>\n

P\u0159ehl\u00ed\u017e\u00ed, \u017ee nikotin bez spalov\u00e1n\u00ed je mnohem m\u00e9n\u011b \u0161kodliv\u00fd a \u017ee kontrola tab\u00e1ku by m\u011bla up\u0159ednost\u0148ovat sni\u017eov\u00e1n\u00ed expozice smrteln\u00e9mu kou\u0159i.<\/span><\/p>\n
