Tyto zem\u011b prok\u00e1zaly, \u017ee pragmatick\u00e9 strategie zalo\u017een\u00e9 na d\u016fkazech \u2013 zam\u011b\u0159en\u00e9 na bezpe\u010dn\u011bj\u0161\u00ed alternativy sp\u00ed\u0161e ne\u017e na prohibici \u2013 jsou nejrychlej\u0161\u00edm a nej\u00fa\u010dinn\u011bj\u0161\u00edm zp\u016fsobem, jak omezit kou\u0159en\u00ed. P\u0159esto\u017ee p\u0159in\u00e1\u0161ej\u00ed v\u00fdsledky, EU se st\u00e1le zdr\u00e1h\u00e1 je dodr\u017eovat a lp\u00ed na zastaral\u00fdch politik\u00e1ch, kter\u00e9 selh\u00e1vaj\u00ed milion\u016fm ku\u0159\u00e1k\u016f. V\u0161imne si toho kone\u010dn\u011b Brusel?<\/strong><\/em><\/p>\n<p class=\"\">Zat\u00edmco instituce EU z\u016fst\u00e1vaj\u00ed uv\u011bzn\u011bny v debat\u00e1ch o z\u00e1kazech a trestech, tyto t\u0159i zem\u011b ukazuj\u00ed, co funguje: nab\u00edzej\u00ed bezpe\u010dn\u011bj\u0161\u00ed alternativy a umo\u017e\u0148uj\u00ed dosp\u011bl\u00fdm ku\u0159\u00e1k\u016fm p\u0159ej\u00edt na cigaretu.<\/p>\n<ul class=\"\">\n<li><strong>\u0160v\u00e9dsko<\/strong>\u00a0je na pokraji toho, aby se stala prvn\u00ed ofici\u00e1ln\u011b neku\u0159\u00e1ckou zem\u00ed na sv\u011bt\u011b. S celost\u00e1tn\u00ed m\u00edrou kou\u0159en\u00ed pouh\u00fdch 5,41 TP4T \u2013 a pouze 4,51 TP4T mezi dosp\u011bl\u00fdmi narozen\u00fdmi ve \u0160v\u00e9dsku \u2013 dosahuje c\u00edle EU pro rok 2040 o 16 let d\u0159\u00edve, ne\u017e bylo pl\u00e1nov\u00e1no. Tento \u00fasp\u011bch nepramen\u00ed ze z\u00e1kaz\u016f ani zastra\u0161ovac\u00edch taktik, ale z pragmatick\u00fdch politik podporuj\u00edc\u00edch snus, nikotinov\u00e9 s\u00e1\u010dky a vaping.<\/li>\n<li><strong>\u010cesk\u00e1 republika<\/strong>\u00a0D\u00edky komplexn\u00ed strategii zam\u011b\u0159en\u00e9 na sni\u017eov\u00e1n\u00ed \u0161kod do\u0161lo v EU k nejv\u011bt\u0161\u00edmu poklesu m\u00edry kou\u0159en\u00ed \u2013 o 231 TP4T mezi lety 2021 a 2024 \u2013 a to d\u00edky komplexn\u00ed strategii zam\u011b\u0159en\u00e9 na sni\u017eov\u00e1n\u00ed \u0161kod. Vl\u00e1da zahrnula tento p\u0159\u00edstup do sv\u00e9 N\u00e1rodn\u00ed strategie pro boj s z\u00e1vislostmi na obdob\u00ed 2019\u20132027, regulovala elektronick\u00e9 cigarety, aby umo\u017enila dostupnost v\u0161ech p\u0159\u00edchut\u00ed, a zdanila vapingov\u00e9 a zah\u0159\u00edvan\u00e9 tab\u00e1kov\u00e9 v\u00fdrobky v\u00fdrazn\u011b ni\u017e\u0161\u00edmi sazbami ne\u017e cigarety. B\u011bhem sv\u00e9ho p\u0159edsednictv\u00ed Rad\u011b EU v roce 2022 \u010cesko tak\u00e9 vedlo \u00fasil\u00ed o odpor proti omezuj\u00edc\u00edm n\u00e1vrh\u016fm na \u00farovni EU a nad\u00e1le v tom pokra\u010duje prost\u0159ednictv\u00edm notifika\u010dn\u00edho procesu TRIS.<\/li>\n<li><strong>\u0158ecko<\/strong>, \u010cesk\u00e1 republika, kdysi jedna z nejv\u00edce ku\u0159\u00e1ck\u00fdch zem\u00ed v Evrop\u011b, sn\u00ed\u017eila v letech 2021 a\u017e 2024 po\u010det kou\u0159en\u00ed o 141 TP4T. Tento posun n\u00e1sledoval po spu\u0161t\u011bn\u00ed N\u00e1rodn\u00edho ak\u010dn\u00edho pl\u00e1nu proti kou\u0159en\u00ed v roce 2019, kter\u00fd u\u010dinil ze sni\u017eov\u00e1n\u00ed \u0161kod \u00fast\u0159edn\u00ed pil\u00ed\u0159. Pl\u00e1n byl pos\u00edlen z\u00e1konem povoluj\u00edc\u00edm v\u011bdecky podlo\u017een\u00e1 zdravotn\u00ed tvrzen\u00ed pro neku\u0159\u00e1ck\u00e9 v\u00fdrobky a v roce 2023 ministerstvo zdravotnictv\u00ed schv\u00e1lilo sd\u011blen\u00ed o sn\u00ed\u017een\u00e9m riziku u zah\u0159\u00edvan\u00e9ho tab\u00e1ku. Tato opat\u0159en\u00ed spole\u010dn\u011b p\u0159in\u00e1\u0161ej\u00ed skute\u010dnou zm\u011bnu.<\/li>\n<\/ul>\n<p class=\"\"><strong>P\u0159esto i p\u0159es tyto m\u011b\u0159iteln\u00e9 v\u00fdsledky z\u016fst\u00e1v\u00e1 EU uv\u011bzn\u011bna v prohibi\u010dn\u00ed mentalit\u011b. M\u00edsto uzn\u00e1n\u00ed a replikace \u00fasp\u011bchu sni\u017eov\u00e1n\u00ed \u0161kod se Brusel nad\u00e1le zam\u011b\u0159uje na z\u00e1kazy p\u0159\u00edchut\u00ed, nadm\u011brn\u00e9 zdan\u011bn\u00ed a zav\u00e1d\u011bj\u00edc\u00ed ve\u0159ejn\u00e9 sd\u011blen\u00ed.<\/strong><\/p>\n<p class=\"\">Nebezpe\u010d\u00ed tohoto p\u0159\u00edstupu se stalo je\u0161t\u011b jasn\u011bj\u0161\u00edm p\u0159ed pouh\u00fdmi n\u011bkolika t\u00fddny, kdy unikly intern\u00ed dokumenty o nadch\u00e1zej\u00edc\u00ed revizi sm\u011brnice o spot\u0159ebn\u00ed dani z tab\u00e1ku (TED). Posouzen\u00ed dopad\u016f odhalilo z\u00e1m\u011br Komise zav\u00e9st vysok\u00e9 minim\u00e1ln\u00ed spot\u0159ebn\u00ed dan\u011b na v\u0161echny alternativn\u00ed nikotinov\u00e9 v\u00fdrobky \u2013 bez ohledu na riziko. Takov\u00fd krok by ne\u00fam\u011brn\u011b po\u0161kodil nejzraniteln\u011bj\u0161\u00ed skupiny obyvatelstva EU, zejm\u00e9na v \u010dlensk\u00fdch st\u00e1tech s ni\u017e\u0161\u00edmi p\u0159\u00edjmy, kde je m\u00edra kou\u0159en\u00ed st\u00e1le nejvy\u0161\u0161\u00ed. M\u00edsto toho, aby ku\u0159\u00e1k\u016fm pomohl p\u0159estat kou\u0159it, by potrestal ty, kte\u0159\u00ed nejv\u00edce pot\u0159ebuj\u00ed bezpe\u010dn\u011bj\u0161\u00ed alternativy.<\/p>\n<p class=\"\">Revize sm\u011brnice o tab\u00e1kov\u00fdch v\u00fdrobc\u00edch (TPD) se tak\u00e9 r\u00fdsuje jako velk\u00e1 ud\u00e1lost \u2013 p\u0159edstavuje pro EU jak riziko, tak i p\u0159\u00edle\u017eitost ke zm\u011bn\u011b kurzu. Mnoho \u010dlensk\u00fdch st\u00e1t\u016f se v\u0161ak m\u00edsto sm\u011b\u0159ov\u00e1n\u00ed ke sni\u017eov\u00e1n\u00ed \u0161kod ub\u00edr\u00e1 opa\u010dn\u00fdm sm\u011brem.\u00a0<strong>Francie<\/strong>\u00a0ozn\u00e1mila z\u00e1kaz nikotinov\u00fdch s\u00e1\u010dk\u016f.\u00a0<strong>\u0160pan\u011blsko<\/strong>\u00a0prosazuje z\u00e1kaz p\u0159\u00edchut\u00ed ve vaporiza\u010dn\u00edch i nikotinov\u00fdch s\u00e1\u010dc\u00edch a z\u00e1rove\u0148 navrhuje faktick\u00fd z\u00e1kaz s\u00e1\u010dk\u016f omezen\u00edm obsahu nikotinu na 0,99 mg na s\u00e1\u010dek. Z\u00e1kazy p\u0159\u00edchut\u00ed ji\u017e byly p\u0159ijaty nebo se o nich diskutuje v...\u00a0<strong>D\u00e1nsko, Estonsko, Finsko, Ma\u010farsko, Loty\u0161sko, Litva, Nizozemsko,\u00a0<\/strong>a\u00a0<strong>Slovinsko<\/strong>. V\u00a0<strong>Belgie<\/strong>, jednor\u00e1zov\u00e9 vaporiz\u00e9ry jsou nyn\u00ed zak\u00e1z\u00e1ny. Tato vlna prohibitivn\u00edch politik hroz\u00ed zhatit pokrok dosa\u017een\u00fd v zem\u00edch, jako je \u0160v\u00e9dsko, \u010cesko a \u0158ecko, a riskuje, \u017ee miliony ku\u0159\u00e1k\u016f vr\u00e1t\u00ed zp\u011bt k cigaret\u00e1m nebo na neleg\u00e1ln\u00ed trhy.<\/p>\n<p class=\"\">EU si nem\u016f\u017ee dovolit, aby ideologie a dezinformace formovaly jej\u00ed p\u0159\u00ed\u0161t\u00ed generaci tab\u00e1kov\u00e9 politiky. Mus\u00ed uznat \u017eivotn\u00ed zku\u0161enosti spot\u0159ebitel\u016f a \u00fasp\u011b\u0161n\u00e9 p\u0159\u00edb\u011bhy, kter\u00e9 se ji\u017e v cel\u00e9 Evrop\u011b odehr\u00e1vaj\u00ed. V s\u00e1zce jsou miliony \u017eivot\u016f a p\u0159i sou\u010dasn\u00e9m sm\u011b\u0159ov\u00e1n\u00ed se p\u0159edpokl\u00e1d\u00e1, \u017ee EU nedos\u00e1hne sv\u00e9ho c\u00edle neku\u0159\u00e1ctv\u00ed do roku 2040 o v\u00edce ne\u017e p\u016fl stolet\u00ed \u2013 nedos\u00e1hne ho p\u0159ed rokem 2100. Cena se bude m\u011b\u0159it zbyte\u010dn\u011b ztracen\u00fdmi \u017eivoty.<\/p>\n<p class=\"\">\u0160v\u00e9dsko, \u010cesk\u00e1 republika a \u0158ecko dok\u00e1zaly, \u017ee kdy\u017e vl\u00e1dy kladou v\u011bdu a spot\u0159ebitelskou volbu na prvn\u00ed m\u00edsto, kou\u0159en\u00ed kles\u00e1. EU se mus\u00ed rozhodnout, zda setrv\u00e1 v selh\u00e1vaj\u00edc\u00edm modelu \u2013 nebo kone\u010dn\u011b bude n\u00e1sledovat sv\u00e9 zast\u00e1nce a podpo\u0159\u00ed to, co funguje.<\/p>\n<p class=\"\">Trofej ud\u011blen\u00e1 tento t\u00fdden byla v\u00edce ne\u017e symbolick\u00e1. Byla p\u0159ipom\u00ednkou toho, \u017ee Evropa u\u017e m\u00e1 v\u00edt\u011bznou strategii ve sv\u00fdch rukou.
