To se jev\u00ed jako \u00famysln\u00fd pokus marginalizovat jak samotn\u00fd koncept, tak jeho glob\u00e1ln\u00ed zast\u00e1nce a potenci\u00e1ln\u011b otev\u00edr\u00e1 dve\u0159e procedur\u00e1ln\u00edm man\u00e9vr\u016fm zam\u011b\u0159en\u00fdm na uml\u010den\u00ed nebo odsunut\u00ed THR na konferenci COP11 na vedlej\u0161\u00ed kolej.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nen\u00ed tak\u00e9 \u017e\u00e1dn\u00fdm tajemstv\u00edm, \u017ee \u010dl\u00e1nek 5.2(b) byl d\u0159\u00edve zneu\u017eit k tomu, aby se nov\u00e9 nikotinov\u00e9 v\u00fdrobky \u2013 jako jsou vaping a s\u00e1\u010dky \u2013 dostaly pod stejn\u00fd omezuj\u00edc\u00ed r\u00e1mec jako ho\u0159lav\u00fd tab\u00e1k. N\u011bkolik stran, v\u010detn\u011b Svat\u00e9ho Kry\u0161tofa a Nevisu, dokonce navrhlo pracovn\u00ed skupinu v\u011bnovanou sni\u017eov\u00e1n\u00ed \u0161kod.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tento n\u00e1vrh na programu n\u00e1padn\u011b chyb\u00ed. Chyb\u00ed tam, p\u0159esto\u017ee byl p\u0159edlo\u017een podle pravidla 7(g), kter\u00e9 umo\u017e\u0148uje stran\u00e1m navrhovat body, co\u017e vyvol\u00e1v\u00e1 v\u00e1\u017en\u00e9 obavy o transparentnost. Sp\u00ed\u0161e ne\u017e aby se sni\u017eov\u00e1n\u00ed \u0161kod pova\u017eovalo za nekal\u00fd trik pr\u016fmyslu, m\u011blo by glob\u00e1ln\u00ed spole\u010denstv\u00ed vyu\u017e\u00edt COP11 k prozkoum\u00e1n\u00ed toho, jak m\u016f\u017ee \u0161irok\u00e1 \u0161k\u00e1la \u0159e\u0161en\u00ed \u2013 v\u010detn\u011b bezpe\u010dn\u011bj\u0161\u00edch nikotinov\u00fdch v\u00fdrobk\u016f \u2013 p\u0159isp\u011bt ke sn\u00ed\u017een\u00ed po\u010dtu nemoc\u00ed a \u00famrt\u00ed souvisej\u00edc\u00edch s kou\u0159en\u00edm.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pokud chce FCTC znovu z\u00edskat svou d\u016fv\u011bryhodnost a b\u00fdt \u00fa\u010dinn\u00fdm pr\u016fvodcem v glob\u00e1ln\u00ed kontrole tab\u00e1ku, mus\u00ed b\u00fdt diskuse na COP11 p\u0159eformulov\u00e1na.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">D\u016fkazy nejsou v uvozovk\u00e1ch. COP11 mus\u00ed respektovat fakta a hlasy t\u011bch, kte\u0159\u00ed si vol\u00ed bezpe\u010dn\u011bj\u0161\u00ed alternativy k odvyk\u00e1n\u00ed kou\u0159en\u00ed. Sni\u017eov\u00e1n\u00ed \u0161kod nen\u00ed narativ.
