Ve \u010dtvrtek 6. \u00fanora se komisa\u0159 Evropsk\u00e9 unie pro klima, nulov\u00e9 \u010dist\u00e9 emise a \u010dist\u00fd r\u016fst, Nizozemec Wopke Hoekstra, z\u00fa\u010dastnil zased\u00e1n\u00ed podv\u00fdboru Evropsk\u00e9ho parlamentu pro fisk\u00e1ln\u00ed z\u00e1le\u017eitosti. Na zased\u00e1n\u00ed se ho poslanec Pierre Pimpie zeptal na \u201cbudouc\u00ed sm\u011brnici o spot\u0159ebn\u00edch dan\u00edch pro v\u00fdrobce tab\u00e1ku\u201d, p\u0159i\u010dem\u017e se odvol\u00e1val na o\u010dek\u00e1van\u00e9 revize sm\u011brnice o zdan\u011bn\u00ed tab\u00e1ku<\/a> (TTD). Prost\u0159ednictv\u00edm t\u00e9to revize chce Evropsk\u00e1 komise stanovit minim\u00e1ln\u00ed sazby spot\u0159ebn\u00ed dan\u011b z alternativn\u00edch nikotinov\u00fdch v\u00fdrobk\u016f, jako jsou vaporiz\u00e9ry a nikotinov\u00e9 s\u00e1\u010dky, a efektivn\u011b tak harmonizovat jejich zdan\u011bn\u00ed s tradi\u010dn\u00edmi cigaretami. \u00daplnou interakci lze vid\u011bt v tomto video<\/a> (11:38:18 \u2013 11:42:45).<\/p>\n

Poslanec Pimpie se tak\u00e9 zeptal ministra financ\u00ed EU, kdy Komise pl\u00e1nuje tuto reformu zav\u00e9st, na co\u017e poslanec neodpov\u011bd\u011bl. Revize sm\u011brnice o tab\u00e1kov\u00fdch v\u00fdrobc\u00edch (TTD) ani sm\u011brnice o tab\u00e1kov\u00fdch v\u00fdrobc\u00edch (TPD) zat\u00edm nen\u00ed v pracovn\u00edm programu Komise pro rok 2025.<\/p>\n

Ve\u0159ejn\u00e9 zdrav\u00ed jako da\u0148ov\u00e1 strategie<\/strong><\/h3>\n

Hoekstrova reakce nebyla v\u011bdeck\u00fdm my\u0161len\u00edm ani logikou sni\u017eov\u00e1n\u00ed \u0161kod \u2013 m\u00edsto toho se pustil do moralizuj\u00edc\u00ed r\u00e9toriky o ochran\u011b ve\u0159ejn\u00e9ho zdrav\u00ed a z\u00e1rove\u0148 prosazoval vy\u0161\u0161\u00ed zdan\u011bn\u00ed vapingu. Tvrdil, \u017ee tv\u016frci politik by se nem\u011bli zam\u011b\u0159ovat na kr\u00e1tkodob\u00e9 ekonomick\u00e9 zisky, ale sp\u00ed\u0161e na blaho evropsk\u00fdch ob\u010dan\u016f.<\/p>\n

To je pohodln\u00e1 v\u00fdmluva pro zv\u00fd\u0161en\u00ed dan\u00ed, kter\u00e9 by produkty sni\u017euj\u00edc\u00ed \u0161kody jsou m\u00e9n\u011b dostupn\u00e9 pro ku\u0159\u00e1ky, kte\u0159\u00ed hledaj\u00ed zp\u016fsob, jak se zbavit tab\u00e1ku<\/strong>. Pokud je skute\u010dn\u00fdm c\u00edlem ve\u0159ejn\u00e9 zdrav\u00ed, pak je zdan\u011bn\u00ed vapingu stejn\u011b jako kou\u0159en\u00ed zcela kontraproduktivn\u00ed. V\u00fdzkum<\/a> uk\u00e1zal, \u017ee Zvy\u0161ov\u00e1n\u00ed dan\u00ed z vapingu vede k tomu, \u017ee v\u00edce lid\u00ed kou\u0159\u00ed<\/strong>. Logika je jednoduch\u00e1: kdy\u017e se vapov\u00e1n\u00ed stane p\u0159\u00edli\u0161 drah\u00fdm, ku\u0159\u00e1ci bu\u010f nep\u0159ejdou, nebo se vr\u00e1t\u00ed k cigaret\u00e1m. Hoekstr\u016fv p\u0159\u00edstup by zvr\u00e1til pokrok ve sni\u017eov\u00e1n\u00ed \u0161kod zp\u016fsoben\u00fdch tab\u00e1kem a uv\u011bznil by v\u00edce lid\u00ed v cyklu smrteln\u00fdch nemoc\u00ed souvisej\u00edc\u00edch s kou\u0159en\u00edm.<\/p>\n

P\u0159\u00edchut\u011b: Kl\u00ed\u010d k pomoci ku\u0159\u00e1k\u016fm p\u0159estat kou\u0159it<\/strong><\/h3>\n

\u00a0<\/strong>Hoekstra se pot\u00e9 p\u0159esunul k jednomu z nejb\u011b\u017en\u011bj\u0161\u00edch argument\u016f proti vapingu \u2013 \u00fadajn\u00e9mu nebezpe\u010d\u00ed p\u0159\u00edchut\u00ed. Podle n\u011bj jsou mlad\u00ed lid\u00e9 \u201csv\u00e1d\u011bni\u201d jahodov\u00fdmi a ban\u00e1nov\u00fdmi p\u0159\u00edchut\u011bmi a upadaj\u00ed do \u201cfale\u0161n\u00e9ho pocitu bezpe\u010d\u00ed\u201d ohledn\u011b rizik vapingu. Tento argument je zcela odtr\u017een\u00fd od reality.<\/p>\n

P\u0159\u00edchut\u011b nejsou ur\u010deny pro mlad\u00e9 lidi.<\/strong>\u2014jsou nezbytn\u00e9 pro pomoc dosp\u011bl\u00fdm ku\u0159\u00e1k\u016fm s odvyk\u00e1n\u00edm. Data z nejnov\u011bj\u0161\u00ed pr\u016fzkum Eurobarometru<\/a> ukazuje, \u017ee ovocn\u00e9 p\u0159\u00edchut\u011b jsou mezi vapery nejobl\u00edben\u011bj\u0161\u00ed (48%), n\u00e1sledovan\u00e9 tab\u00e1kov\u00fdmi (38%), mentolov\u00fdmi (31%) a sladk\u00fdmi bonb\u00f3ny (20%). To nazna\u010duje, \u017ee v\u011bt\u0161ina dosp\u011bl\u00fdch vaper\u016f preferuje netab\u00e1kov\u00e9 p\u0159\u00edchut\u011b<\/strong>, p\u0159i\u010dem\u017e zd\u016fraz\u0148uje d\u016fle\u017eitost udr\u017eov\u00e1n\u00ed r\u016fzn\u00fdch p\u0159\u00edchut\u00ed k dispozici na podporu snah o odvyk\u00e1n\u00ed kou\u0159en\u00ed.<\/p>\n

Nav\u00edc, a studie<\/a> publikovan\u00e9 v \u010dasopise Harm Reduction Journal zjistilo, \u017ee Vape\u0159i, kte\u0159\u00ed pou\u017e\u00edvaj\u00ed netab\u00e1kov\u00e9 p\u0159\u00edchut\u011b, maj\u00ed vy\u0161\u0161\u00ed \u0161anci p\u0159estat kou\u0159it ne\u017e ti, kte\u0159\u00ed pou\u017e\u00edvaj\u00ed pouze tab\u00e1kov\u00e9 p\u0159\u00edchut\u011b.<\/strong>. Tohle nen\u00ed spekulace \u2013 to jsou d\u016fkazy. Ku\u0159\u00e1ci si necht\u011bj\u00ed, aby jim n\u011bkdo p\u0159ipom\u00ednal chu\u0165 tab\u00e1ku, kdy\u017e se sna\u017e\u00ed p\u0159estat. z\u00e1kaz<\/a> nebo zdan\u011bn\u00edm p\u0159\u00edchut\u00ed z trhu by EU aktivn\u011b zt\u011b\u017eovala ku\u0159\u00e1k\u016fm p\u0159echod na bezpe\u010dn\u011bj\u0161\u00ed alternativy.<\/p>\n

Sektor pod \u00fatokem<\/strong><\/h3>\n

Krom\u011b zav\u00e1d\u011bj\u00edc\u00edch tvrzen\u00ed o p\u0159\u00edchut\u00edch a rizic\u00edch vapov\u00e1n\u00ed Hoekstra tak\u00e9 za\u00fato\u010dil na cel\u00fd vapingov\u00fd pr\u016fmysl a vykreslil ho jako bezohlednou a manipulativn\u00ed s\u00edlu lobuj\u00edc\u00ed za z\u00e1vislost.<\/p>\n

Znep\u0159\u00edstupn\u011bn\u00edm t\u011bchto n\u00e1stroj\u016f pro sni\u017eov\u00e1n\u00ed \u0161kod je v\u011bt\u0161\u00ed pravd\u011bpodobnost, \u017ee ku\u0159\u00e1ci budou pokra\u010dovat v u\u017e\u00edv\u00e1n\u00ed tradi\u010dn\u00edch cigaret nebo se obr\u00e1t\u00ed na farmaceutick\u00e9 produkty pro odvyk\u00e1n\u00ed kou\u0159en\u00ed. Tento p\u0159\u00edstup podkop\u00e1v\u00e1 ve\u0159ejn\u00e9 zdrav\u00ed a podporuje odv\u011btv\u00ed, kter\u00e1 profituj\u00ed z nemoc\u00ed souvisej\u00edc\u00edch s kou\u0159en\u00edm.<\/p>\n

EU se mus\u00ed \u0159\u00eddit v\u011bdou, ne strachem<\/strong><\/h3>\n

Hoekstrova r\u00e9torika se net\u00fdk\u00e1 ochrany zdrav\u00ed lid\u00ed \u2013 jde o roz\u0161\u00ed\u0159en\u00ed zdan\u011bn\u00ed bezpe\u010dn\u011bj\u0161\u00edch alternativ kou\u0159en\u00ed. Pokud chce EU skute\u010dn\u011b sn\u00ed\u017eit m\u00edru kou\u0159en\u00ed, mus\u00ed se \u0159\u00eddit principy sni\u017eov\u00e1n\u00ed \u0161kod, nikoli vnucovat politiku, kter\u00e1 lidi donut\u00ed vr\u00e1tit se k cigaret\u00e1m.<\/p>\n

M\u00edsto d\u00e9monizace vapingu by EU m\u011bla za\u010d\u00edt s jeho vyu\u017e\u00edv\u00e1n\u00edm jako n\u00e1strojem ve\u0159ejn\u00e9ho zdrav\u00ed. D\u016fkazy jsou ohromuj\u00edc\u00ed \u2013Vaping je nejm\u00e9n\u011b o 951 TP4T m\u00e9n\u011b \u0161kodliv\u00fd ne\u017e kou\u0159en\u00ed<\/a>, a p\u0159\u00edchut\u011b pom\u00e1haj\u00ed ku\u0159\u00e1k\u016fm dr\u017eet se stranou cigaret. EU by m\u011bla vaping zp\u0159\u00edstupnit, nikoli ho omezovat dezinformacemi a sank\u010dn\u00edm zdan\u011bn\u00edm.<\/strong><\/p>\n

Evrop\u0161t\u00ed vape\u0159i se mus\u00ed br\u00e1nit<\/strong><\/h3>\n

Hrozba pro vaping v Evrop\u011b je re\u00e1ln\u00e1 a ka\u017ed\u00fd vaper se mus\u00ed vyj\u00e1d\u0159it. Pokud EU prosazuje vy\u0161\u0161\u00ed dan\u011b a z\u00e1kazy p\u0159\u00edchut\u00ed, donut\u00ed to vapery vr\u00e1tit se k cigaret\u00e1m nebo se dostat na neregulovan\u00fd \u010dern\u00fd trh.<\/p>\n

Vape\u0159i mus\u00ed po\u017eadovat politiku zalo\u017eenou na d\u016fkazech. Mus\u00edme kontaktovat tv\u016frce politik, sd\u00edlet skute\u010dn\u00e1 fakta a postavit se zav\u00e1d\u011bj\u00edc\u00edm narativ\u016fm.
