V souladu s WHO si EU stanovila za jednu ze sv\u00fdch priorit boj proti kou\u0159en\u00ed a nemocem zp\u016fsoben\u00fdm kou\u0159en\u00edm. Navzdory postoji proti cigaret\u00e1m v\u0161ak kroky EU vzbuzuj\u00ed v\u00e1\u017en\u00e9 obavy. Sou\u010dasn\u00fd postoj instituce ke kou\u0159en\u00ed se vyzna\u010duje odta\u017eit\u00fdm p\u0159\u00edstupem ke sni\u017eov\u00e1n\u00ed \u0161kod a neschopnost\u00ed uznat zjevn\u00e9 nedostatky.<\/p>\n<p>V posledn\u00edch n\u011bkolika letech se EU sna\u017e\u00ed bojovat proti tab\u00e1ku prost\u0159ednictv\u00edm Pl\u00e1nu EU pro boj s rakovinou, pot\u00e9 se pokou\u0161\u00ed o revizi sm\u011brnice o tab\u00e1kov\u00fdch v\u00fdrobc\u00edch a reguluje da\u0148 z tab\u00e1ku prost\u0159ednictv\u00edm sm\u011brnice o spot\u0159ebn\u00ed dani, kter\u00e1 nakonec nespat\u0159ila sv\u011btlo sv\u011bta. P\u0159esto se zd\u00e1, \u017ee EU poka\u017ed\u00e9 st\u00e1le bojuje s pochopen\u00edm skute\u010dn\u00e9ho nep\u0159\u00edtele.<\/p>\n<p>Vzhledem k tomu, \u017ee EU zauj\u00edm\u00e1 sv\u016fj postoj pro 10. konferenci smluvn\u00edch stran R\u00e1mcov\u00e9 \u00famluvy WHO o tab\u00e1ku (COP10), kter\u00e1 se bude konat v listopadu v Panam\u011b, je sni\u017eov\u00e1n\u00ed \u0161kod vystaveno je\u0161t\u011b v\u011bt\u0161\u00edmu riziku. V n\u00e1vaznosti na boj WHO proti tab\u00e1ku EU v\u00edt\u00e1 je\u0161t\u011b siln\u011bj\u0161\u00ed regulaci elektronick\u00fdch cigaret a podporu produkt\u016f, jako jsou p\u0159\u00edchut\u011b a jednor\u00e1zov\u00e9 v\u00fdrobky. To vyvol\u00e1v\u00e1 ot\u00e1zku,<strong> <em>Pokud je EU odhodl\u00e1na bojovat proti kou\u0159en\u00ed, pro\u010d m\u00edsto toho zastavit sni\u017eov\u00e1n\u00ed \u0161kod?<\/em><\/strong><\/p>\n<p>R\u00e1mcov\u00e1 \u00famluva o tab\u00e1ku (FCTC) slou\u017e\u00ed jako z\u00e1kladn\u00ed k\u00e1men glob\u00e1ln\u00ed kontroly tab\u00e1ku. Tato smlouva, p\u0159ijat\u00e1 v roce 2003 a v platnost vstoupila v roce 2005, si klade za c\u00edl nab\u00eddnout kolektivn\u00ed reakci na epidemii kou\u0159en\u00ed a usilovat o sn\u00ed\u017een\u00ed popt\u00e1vky po tab\u00e1kov\u00fdch a nikotinov\u00fdch v\u00fdrobc\u00edch i jejich nab\u00eddky. S ohledem na v\u00fd\u0161e uveden\u00e9, co nab\u00edz\u00ed COP10? Znepokojiv\u00fd pohled na ned\u00e1vn\u00e9... <a href=\"https:\/\/www.who.int\/groups\/who-study-group-on-tobacco-product-regulation\">Zpr\u00e1vy TobReg<\/a> odhaluje doporu\u010den\u00ed, kter\u00e1 by mohla d\u00e1le v\u00e1\u017en\u011b naru\u0161it celosv\u011btov\u00e9 \u00fasil\u00ed o odvyk\u00e1n\u00ed kou\u0159en\u00ed. Od zrovnopr\u00e1vn\u011bn\u00ed bezpe\u010dn\u011bj\u0161\u00edch nikotinov\u00fdch v\u00fdrobk\u016f s tradi\u010dn\u00edmi cigaretami a\u017e po z\u00e1kaz p\u0159\u00edchut\u00ed pro vaping a zvy\u0161ov\u00e1n\u00ed dan\u00ed z alternativ kou\u0159en\u00ed se navrhovan\u00e1 opat\u0159en\u00ed zdaj\u00ed b\u00fdt p\u0159inejlep\u0161\u00edm neintuitivn\u00ed.<\/p>\n<p>P\u0159ijet\u00ed takov\u00fdch opat\u0159en\u00ed nepochybn\u011b zastav\u00ed, ne-li zvr\u00e1t\u00ed, pokrok, kter\u00e9ho dos\u00e1hly zem\u011b, je\u017e byly ve sv\u00e9m p\u0159\u00edstupu k alternativ\u00e1m nikotinu progresivn\u00ed. Nap\u0159\u00edklad p\u0159\u00edchut\u011b ve vapingov\u00fdch produktech zvy\u0161uj\u00ed pravd\u011bpodobnost, \u017ee se \u010dlov\u011bk do\u010dasn\u011b vzd\u00e1 kou\u0159en\u00ed. <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/32501490\/\">pozoruhodn\u00fd 230%<\/a>. Omezen\u00ed nebo z\u00e1kaz t\u011bchto praktik nepochybn\u011b donut\u00ed jednotlivce vr\u00e1tit se ke konven\u010dn\u00edmu kou\u0159en\u00ed nebo k rizikov\u00e9mu \u010dern\u00e9mu trhu. V p\u0159\u00edpad\u011b snahy EU o omezen\u00ed kou\u0159en\u00ed se EU nem\u016f\u017ee d\u00edvat d\u00e1l ne\u017e na sv\u00e9 vlastn\u00ed \u0160v\u00e9dsko, kter\u00e9 je nejen na cest\u011b k tomu, aby se stalo <strong>prvn\u00ed zem\u011b bez kou\u0159en\u00ed na sv\u011bt\u011b<\/strong> d\u00edky sv\u00e9 nepopirateln\u00e9 podpo\u0159e vapingu, snusu a v posledn\u00ed dob\u011b i nikotinov\u00fdch s\u00e1\u010dk\u016f. \u0160v\u00e9dsko tak\u00e9 nad\u00e1le bojuje proti kou\u0159en\u00ed zv\u00fd\u0161en\u00edm dan\u011b z cigaret a z\u00e1rove\u0148 sn\u00ed\u017een\u00edm dan\u011b ze snusu do roku 20%.<\/p>\n<p>Ve skute\u010dnosti, \u0160v\u00e9dsko <a href=\"https:\/\/www.brusselsreport.eu\/2023\/05\/31\/the-eu-should-rethink-its-anti-smoking-policies-adopting-the-swedish-model-instead\/\">\u00fasp\u011bch<\/a> lze vysv\u011btlit dv\u011bma slovy \u2013 sni\u017eov\u00e1n\u00ed \u0161kod. \u0160v\u00e9dsko p\u0159ijalo progresivn\u00ed p\u0159\u00edstup k omezen\u00ed kou\u0159en\u00ed za\u010dlen\u011bn\u00edm strategi\u00ed sni\u017eov\u00e1n\u00ed \u0161kod, jako je podpora produkt\u016f s nikotinem, jako jsou vaping nebo nikotinov\u00e9 s\u00e1\u010dky, a uplat\u0148ov\u00e1n\u00ed metodik zalo\u017een\u00fdch na riziku. <a href=\"https:\/\/www.regeringen.se\/pressmeddelanden\/2023\/09\/sankt-skatt-pa-snus\/\">zdan\u011bn\u00ed<\/a> na produktech jako snus.<\/p>\n<p>EU, a konkr\u00e9tn\u011b WHO, bohu\u017eel tento \u00fasp\u011bch z\u0159ejm\u011b ignoruj\u00ed, mo\u017en\u00e1 kv\u016fli nekonven\u010dn\u00edm metod\u00e1m, kter\u00e9 \u0160v\u00e9dsko pou\u017eilo. \u0160v\u00e9dsko m\u00edsto omezuj\u00edc\u00edch opat\u0159en\u00ed, kter\u00e1 prosazuje WHO, zvolilo spot\u0159ebiteli p\u0159\u00edv\u011btiv\u00e9 regulace zalo\u017een\u00e9 na riziku, nikoli z\u00e1kazy. V matouc\u00edm kontrastu WHO chv\u00e1l\u00ed... <a href=\"https:\/\/www.who.int\/turkmenistan\/news\/item\/12-07-2023-turkmen-youth-advocate-for-tobacco-free-country\">Turkmenist\u00e1n<\/a> \u2013 navzdory sv\u00e9 nechvaln\u011b zn\u00e1m\u00e9 pov\u011bsti jedn\u00e9 z nejutla\u010dovatel\u0161t\u011bj\u0161\u00edch diktatur na sv\u011bt\u011b \u2013 zast\u00e1vat \u201cvedouc\u00ed pozici v kontrole a prevenci tab\u00e1ku\u201d. Tento paradox nen\u00ed jen zar\u00e1\u017eej\u00edc\u00ed; hrani\u010d\u00ed s nelidsk\u00fdm a blahosklonn\u00fdm. \u010clov\u011bk by o\u010dek\u00e1val hlasit\u00fd protest proti takov\u00fdm protich\u016fdn\u00fdm postoj\u016fm od ostatn\u00edch \u010dlensk\u00fdch st\u00e1t\u016f WHO a m\u00e9di\u00ed. Ale reakce? Znepokojiv\u00e9 ticho. Je znepokojiv\u00e9, \u017ee mezin\u00e1rodn\u00ed spole\u010denstv\u00ed se zd\u00e1 b\u00fdt neru\u0161eno zjevn\u00fdmi chybami WHO, zejm\u00e9na kdy\u017e organizace p\u0159iv\u00edr\u00e1 o\u010di p\u0159ed triumfy progresivn\u00edch n\u00e1rod\u016f, jako je \u0160v\u00e9dsko.<\/p>\n<p>Je nejvy\u0161\u0161\u00ed \u010das, aby se EU inspirovala vlastn\u00edm \u00fasp\u011bchem ve \u0160v\u00e9dsku. \u0160v\u00e9dsko n\u00e1m uk\u00e1zalo, \u017ee k boji proti kou\u0159en\u00ed nemus\u00edme p\u0159eh\u00e1n\u011bt regulaci, sta\u010d\u00ed regulovat chyt\u0159eji. Kdy\u017e se objevily zpr\u00e1vy o velkolep\u00e9m \u0161v\u00e9dsk\u00e9m \u00fasp\u011bchu, mohla se EU ujmout veden\u00ed a spolupracovat s \u010dlensk\u00fdmi st\u00e1ty na vytvo\u0159en\u00ed inteligentn\u00edch p\u0159\u00edstup\u016f zalo\u017een\u00fdch na riziku pro ka\u017edou zemi. M\u00edsto toho? Komise se p\u0159ipoj\u00ed ke konferenci smluvn\u00edch stran bez inovac\u00ed, veden\u00ed ani \u00fasp\u011bchu.<\/p>\n<p><strong>Setrv\u00e1n\u00ed ve v\u00e1lce proti bezpe\u010dn\u011bj\u0161\u00edm alternativ\u00e1m nikotinu nen\u00ed jen \u0161kodliv\u00e9 \u2013 je smrteln\u00e9. Sni\u017eov\u00e1n\u00ed \u0161kod nen\u00ed pouh\u00e9 heslo; je to strategie zachra\u0148uj\u00edc\u00ed \u017eivoty, kter\u00e1 si zaslou\u017e\u00ed glob\u00e1ln\u00ed podporu.
