Ihre Haltung wurzelt in Angst, Vorurteilen und der Weigerung, Schadensminderung als valide, evidenzbasierte Strategie anzuerkennen. Dies steht im Widerspruch zur Realit\u00e4t von Rauchern und Gesundheitspolitikern weltweit, die die Wirksamkeit von Schadensminderung beobachten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die COP11 beginnt n\u00e4chste Woche.
